95年度「航空噪音管制」專案工作計畫

中文摘要 行政院環境保護署已透過94年度「航空噪音管制」專案工作初步建立了航空噪音監測資料判讀標準程序及航空噪音監測站查核標準程序;惟除上述陸軍軍用機場外,95年度將包括民用及軍民合用等機場皆將建置機場所在地縣市環保局書面航空噪音監測資料判讀及航空噪音監測站查核能力,以確保航空噪音監測之品質及正確性,一直是居民所關心的問題,94年度已建置「航空噪音防制補助資料庫」,包括民用機場及民用塔台所轄軍民合用機場之航空噪音防制補助資料庫,95年度希望藉由本計畫更新「航空噪音防制補助資料庫」,並擴充完成建置純軍用機場及軍用塔台所轄軍民合用機場之航空噪音防制補助資料庫之內容,讓各機場噪音防制補助經費資訊公開透明化。 計畫中以完成建置機場所在地縣市環保局航空噪音監測資料判讀及航空噪音監測站查核能力,以確保航空噪音監測之品質及正確性;建置航空噪音監測資料判讀輔助工具,以有效進行航空噪音監測資料查驗;完成航空噪音監測及防制補助資料庫之更新,以完整建置航空噪音防制補助資料,供地方環保局及民眾查詢為工作目標。 本計畫工作共分成三大項:一、會同18處機場所在地縣市環保局進行航空噪音監測資料判讀及航空噪音監測站查核。二、建置並提供航空噪音監測資料判讀輔助工具。三、更新航空噪音監測及防制補助資料庫,並上載本署噪音管理系統網頁。 本計畫中完成(一)完成對機場所在地縣市環保局說明航空噪音監測資料判讀及航空噪音監測站查核標準作業程序。(二)完成每月會同機場所在地縣市環保局進行2處機場航空噪音監測資料判讀及航空噪音監測站(至少4站)查核,共18處機場,整理結果及改善因應之建議,並追蹤改善情形。(三)完成舉辦全國性噪音工作檢討會。(四)完成建置並提供航空噪音監測資料判讀輔助工具。(五)完成2座機場進行連線傳輸航空噪音監測資料,並進行輔助工具之測試及觀摩。(六)更新航空噪音監測及防制補助資料庫,並上載本署噪音管理系統網頁,包括建置純軍用機場及軍用塔台所轄軍民合用機場之航空噪音防制補助資料庫及更新民用機場及民用塔台所轄軍民合用機場之航空噪音防制補助資料庫。

Aviation Noise Control Project

英文摘要 The Environmental Protection Administration (EPA), Executive Yuan, has preliminarily established the standard operating procedures (SOPs) for interpretation of aviation noise monitoring data and check-up of the aviation noise monitoring station through the “2005 Aviation Noise Control Project”. However, after implementation of the 2005 Project, only those Environmental Protection Bureaus (EPBs) of the counties (or cities) where a military airport is located have established capabilities to interpret written aviation noise monitoring data and check up the aviation noise monitoring station. EPBs of the counties (or cities) where a civilian airport or military-civilian airport is located are expected to establish the same capabilities in 2006, in order to ensure the quality and accuracy of aviation noise monitoring, which has long been a major concern of local residents. The “Aviation Noise Control Subsidy Databases” had been established in 2005, including those for civilian airports and the military-civilian airports under the control of civilian control towers. It was hoped that this project would update these “Aviation Noise Control Subsidy Databases”, as well as establish new databases for pure military airports and the military-civilian airports under the control of military control towers in order to make the information on noise control subsidies transparent to the public. The objectives of this project include building up capabilities for the EPBs of the counties (or cities) where an airport is located to interpret aviation noise monitoring data and check up the aviation noise monitoring station, in order to ensure the quality and accuracy of aviation noise monitoring, establishing auxiliary tools for aviation noise data interpretation to effectively check up aviation noise monitoring data, and updating the “Aviation Noise Control Subsidy Databases” in order to provide a complete set of aviation noise control subsidy data for reference by local EPBs and the public. The work of this project is divided into 3 parts: 1) conducting aviation noise monitoring data interpretation and aviation noise monitoring stations check-up in conjunction with local EPBs of the counties (or cities) where the 18 airports are located respectively; 2) establishing and providing auxiliary tools for aviation noise data interpretation; 3) updating aviation noise control subsidy databases and uploading the updated data onto the Noise Control System section of EPA’s website. After implementation, this project has achieved the following objectives: 1) explaining the SOPs for aviation noise monitoring data interpretation and aviation noise monitoring stations check-up to local EPBs of the counties (or cities) where an airport is located; 2) conducting aviation noise monitoring data interpretation and aviation noise monitoring stations check-up (at least 4 stations) for two airports each month in conjunction with local EPBs of the counties (or cities) where an airport is located (After all 18 airports had been completed with the process, results were compiled, suggestions provided, and improvements followed up); 3) holding national noise control performance review meetings; 4) establishing and providing auxiliary tools for aviation noise monitoring data interpretation; 5) conducting aviation noise monitoring data transmission for 2 airports and test and emulation for auxiliary tools; 6) updating aviation noise control subsidy databases and uploading the updated data onto the Noise Control System section of EPA’s website, including establishing new databases for pure military airports and the military-civilian airports under the control of military control towers and updating the existing databases for civilian airports and the military-civilian airports under the control of civilian control towers.
