高速鐵路噪音振動及環境振動量測

中文摘要 台灣高速鐵路已於民國94年1月27日舉行試車典禮,並計畫於95年正式通車啟用。由於其行車速率預計高達300km/h,比傳統軌道列車快很多,對沿線環境所產生之噪音及振動影響,需即時就敏感點於試車段進行量測,建立高速鐵路沿線噪音與振動相關數據。 台灣高速鐵路已於94年8月~10月在高雄至台南之60km試車段進行了車速120km/h~315km/h之試車;又計畫於今(95)年3月~6月在新竹至桃園段進行試車,全線路段則訂在95年7月後之最後階段進行試車。本計畫即為掌握高速鐵路試車時機,即時進行沿線噪音與振動之量測。 本計畫需在95年度高速鐵路正式通車啟用前之試車時機及時達成下列四項工作目標: (1)建置我國高速鐵路沿線背景噪音78處及陳情點11處合計245個測點及振動20處監測及試車噪音振動監測資料庫,作為環保署研訂高速鐵路噪音振動管制規範之參考。 (2)建置我國高速鐵路噪音振動源鑑定技術,作為環保署及地方環保單位處理及協調沿線居民噪音振動陳情案件之參考。 (3)建置環境振動資料庫,作為環保署及地方環保單位處理及協調環境振動陳情案件之參考。 (4)整合相關群組計畫達成率及具體成果,並提出中長期管制策略修正建議。

Monitoring on Noise and Vibration of Taiwan High Speed Rail System

英文摘要 The Taiwan High Speed Rail Transportation (HSRT) has held the trial ceremony on 27 January 2005 and planned to start the formal operation in the end of 2006. Owing to the running speed of HSRT higher to an amount of 300 km/h, which is much higher than the conventional train speed, thus the environmental impact of passing-by noise and vibration (NV) generated by HSRT needs to undertake measurement at sensitive locations alongside the track during the trial stage. In the period August~October 2005 HSRT has accomplished the test running with speed 120 km/h~315 km/h between the section from Kaoshiung to Tainan. Followed this, HSRT planned the trial running between the section from Hsin-Chu to Taoyuan in March~June 2006, and finally to perform the whole line trial later than July 2006. The aim of the project is to accomplish the following four items in 2006: 1.Monitor background and passing-by NV alongside the HSRT at 78 selected sites and 11 complaint points for noise measurements and 20 selected sites for vibration measurements to establish the data base of NV of HSRT. This data base can provide a reference for drawing up the rules of NV control of HSRT. 2.Establish the identification technique of the clustering sources of NV alongside the HSRT. This technique can provide the guideline for coping with the later NV appealing events from the residents. 3.Establish the database of background environmental vibration to provide a reference for later harmonizing the appealing events. 4.Propose an amendment draft of Noise Control Standard and a recommendation standard of Environmental Vibration Level for EPA.
