二仁溪整治績效後續工程評析計畫

中文摘要 二仁溪長期以來承受台南縣市、高雄縣之工業、畜牧業廢(污)水及家庭污水直接排入,造成二仁溪污染。歷年來各單位雖有展開治理及防治作業,但因計畫缺乏有效整合,導致步調不一或權責不清,造成河川整治成效無法彰顯。有鑑於此,環保署前於94年特擬定『二仁溪水環境再生願景』,計畫中建立二仁溪整治短、中、長程之目標,在執行面除檢視既往相關規劃及方案外,並同步檢討及整合各單位整治計畫,予以強化並輔導追蹤執行成效,逐年評估成效據以修正。 爰此,本計畫依環保署94年特擬定之「二仁溪水環境再生願景」,辦理後續第一年之推動計畫,主要工作內容為持續建立水文水質背景資料、分析二仁溪污染整治效益、研擬後續改善措施及因應方案、建置再生願景管理系統,及配合檢討並整合各部會機關之相關計畫。 據95年水質檢測結果,二仁溪全流域仍呈現中度至嚴重程度不等之污染,尤以上游二層橋、古亭橋及下游二層行橋為烈,主要污染指標目以BOD及氨氮為主;以逐月分析而言,豐水季(5~9月)水質明顯優於枯水季,而8月分為全年水質最佳時節。 計畫執行期間,另針對已完工之淨化場址-虎尾寮汙水處理廠及仁德糖廠旁三爺溪第一期水質淨化場及規劃中場址(深坑仔水質淨化場)以水質模式演算做處理成效評析,同時並針對後續整體成效做中、長程初步建議,包括應儘速推動深坑仔溪水質淨化場或替代稽查方案,並儘速推動後續淨化場址之規劃與施做。而三爺宮溪因流經人口最密集區域,本計畫也建議如能有效改善其水質,將可提供二仁溪流域最多民眾良好生或品質。 針對後續改善措施及因應方案,本計畫分析未來及現有共9處水質淨化場運轉後之預期削減量分析,其對二仁溪之BOD削減量可達約49%,其餘不足量尚需仰賴仁德、歸仁系統污水下水道興建完工及畜牧業工業等廢水稽查,方可達成水質淨化之目標。此外現有之河川巡守隊多位於人口密集區,故建議未來多設置於深坑仔溪及崗山溪上游。 執行期間,配合各單位需求,同步建置二仁溪再生願景整治管理系統及辦理1場系統教育訓練。在管理系統網頁部分,規劃前端應用系統及後端作業系統,分別開放給各單位透過網際網路連線至本系統進行資料查詢與通報,及提供主辦機關及承辦廠商即時公告訊息,進行資料編修與查詢…等作業。 相關配合工作包括另協辦3場二仁溪污染整治及再生願景聯繫會報(5/2、8/18、12/7),及1場 署長視察會議(12/8),同時配合多次檢討並整合各部會相關計畫;建議應清查流域內主要污染源(尤以垃圾掩埋場);協助規劃各項水質淨化工程進行,以確保達成水質改善目標。在配合水質改善成效方面,亦建議各縣市加強稽查畜牧業及工業廢水、儘速推動污水下水道興建以為減少污染物進入二仁溪中之治本之道。 經由本計畫之執行,在環保署之推動及各單位之努力配合下,相關計畫依序推動或展開,二仁溪統籌整治已初見成效。未來期能藉由本計畫之基石,持續深根,早日改善二仁溪水質,創造河岸景觀與親水空間,必能達成二仁溪水環境再生願景目標。

Evaluation of Results for Er-Jen River Later Part of Water

英文摘要 Er-Jen River has been polluted for a long time by industrial, live stock and domestic waste water from Tainan County, Tainan City and Kaohsiung County. In the past few years, various agencies have devoted their effects in water pollution presentation and improvement, however, there are not much difference in water quality due to lack of effective project conformity leading to different actions and unclear obligation of each agency. The project entitled “Restoration Vision of Water Environment for Er-Jen River” was formed in 2005 to establish short-term, mid-term and long-term goals of Er-Jen River water quality improvements. The project was to review all related planning results in the past and to collate and review all projects completed by various agencies. In addition, improvement results were evaluated for future modification of improvement plans. This project is the continuation of the project formed in 2005. Main items of this project include continuation of establishing hydrological and water quality background data, analyses of Er-Jen River water quality improvement benefits, development of facture improvement measures, establishment of management system for the retraction vision, and collate and review all related projects completed by various agencies. According to water quality monitoring results in 2006, Er-Jen River is still classified as mid to severe polluted river, especially in the reaches adjacent to Er-Ceng Bridge, Gu-Ting Bridge and Er-Ceng-Hang Bridge with major pollutants of BOD and NH3-N. The monthly water quality indicated that water quality in wet season (May to September) is better than those in day season with the best water quality in August. During the course of this project, evaluations are conducted by water quality simulation model for the completed water quality improvement sites including Hu-Wei-Liao waste water treatment plant and first phase of the Shan-Ye creek water quality improvement site. This project has also made recommendations to over all improvement for mid-term and long-term work items including privation of water quality improvement at Shen-Keng-Zi Creek site or alternative measure, and the promotion of planning of other water quality improvement sites. As for Shan-Ye creek, since it flows through populated area, it is recommended to have effective measures for water quality improvement to provide better living quality of Er-Jen River begin. The analyzed results of the nine expecting and future water quality improvement sites indicate that BOD can be reduced by 49% in Er-Jen River. The remaining pollutant reductions have to relay on the completion of Gui-Jen and Jen-Te sewer systems and investigation of live stock and industrial waste water effluents. At the present time, most of the patrol are located at populated area, it is recommended that more patrol should be located at up stream reaches of Shen-Keng-Zi Creek and Gang-Shan Creek. A management system of Er-Jen River Restoration Vision was established and a training course was given in this project. A management web site was also established for front-end application system and rear-end execution system to provide connection by various agencies for data searching and reporting as well as information announcement and data renovation. In addition to above mentioned works, this project has assisted the client to hold three coordination meeting, one inspection meeting by the Director of EPA, and numbers of review meeting to collect related projects by various agencies. It is recommended that major pollution sources in the river bank should be identified, especially landfill sites, and assist the planning of water quality improvement construction works to achieve the water quality improvement goal. In addition, sewer systems should be constructed as soon as possible to reduce pollutant that was flowed into Er-Jen River. The water quality improvement in Er-Jen River has had some preliminary results after implementation of improvement creeks by various agencies. In the future, the results of this project should be used as a foundation to reach the environmental restoration vision.
