95年度環工技師簽證案件查核及資料庫加值程式開發維護專案工作計畫
| 中文摘要 | 依據水污染防治法及空氣污染防制法之條文規定，授予環工技師對各項許可申請進行文件及現場查核簽證業務，其目的乃希望藉由環工技師之專業能力，以確保事業所提出的污染防治(制)設施能符合預期功能，然而，由於少數環工技師未切實執行簽證查核作業，使得整個技師簽證制度出現漏洞，有鑑於此，行政院環境保護署乃自民國92年起即致力於技師查核機制及管考措施的建立，持續執行至今已日見成效；同時，為了解技師查核簽證之品質，本年度亦執行技師執業機構查核，並以工作底稿為查核重點，為凸顯簽證品質控管之重要性。 本年度技師執業機構查核發現最常出現之缺失為「簽證案件未確實申報」，其次，為工作底稿未留存現場查核照片之情形，再其次為未留存須演算及計算部份相關文件及簽證案件委託日期或查核完成日期不合理等缺失。水污染防治及固定污染源現場查核結果，重大缺失分別佔50％及40％，相較於92至94年度，本年度重大缺失比率明顯增加，可能原因有四：一為查核技師經驗較為熟練，二為申請文件預審機制運作，三為環保局指定查核案件增加，四為固定污染源查核案件多為設置變更申請。 環工技師基本資料庫建置已持續三年，本年度計畫工作事項為提昇技師簽證查核的功能，工作重點規劃以增強資料庫查核紀錄功能為主，使技師查核資料更具完整性，並配合資料庫開放縣市環保局查詢所需，進行資料庫相關開放功能的補強與人性化設計。 | ||

2006 Registered environment professional engineer certification case review and database value added program development maintenance project work program
| 英文摘要 | Based on the requirement of Water Pollution Control Law and Air Pollution Control Law, Environment Professional Engineers are assigned the task to carry out document and on site inspection and review certification business for all permit applications. The objectives are to make use the professional abilities of Environment Professional Engineers to ensure that the pollution control facilities proposed by companies can meet expected functions. However, a few Environment Professional Engineers did not carry out credible certification review operation. The results are those deficients appear in the overall Professional Engineer certification system. Based on this, Environmental Protection Agency of the Executive Yuan is determined to establish the Professional Engineer review system and monitoring and control measures since 2003. The program continues until today with good results. At the same time, to understand the quality of Professional Engineer review and certification, this year, it carries out Professional Engineer business organization review. The emphasis of the review is on the original working manuscripts to show the importance of certification quality control. In this year, the Professional Engineer business organization review discovered that the most frequent appearing defects are "The certification cases are not declared accurately". Next defect item is that the original working manuscript does not have the pictures of on site review saved. And, next defects are that calculation related documentations are not saved, and that certification case contract dates or review completion dates are not reasonable. The results of water pollution control and stationary pollution source on site review show that major defects are 50% and 40% respectively. Comparing against year 2003 to 2005, the major defect ratios for this year increases evidently. There are four possible reasons: first, the skill of the review Professional Engineers is better; second, the operation of preview of application documents preview; third, the increase of EPA assigned review cases, and fourth; and most of the stationary pollution source cases are facility change application. Environment Professional Engineer data base establishment has been continuous for three years. This year's work tasks focus on the upgrade of Professional Engineer review functions; key task planning to improve data base review functions, so that the Professional Engineer review data will be more complete; and, work with opening up the data base to receive inquiring from City and County EPA, to carry out data base opening related function reinforcement and human engineering design. | ||
