配合歐盟法規調和趨勢研訂我國機動車輛噪音管制策略專案工作計畫

中文摘要 本計畫主要工作包含 (1)歐盟機動車輛噪音管制政策及相關法規蒐集;(2)研擬我國五期噪音及(3)國內輪胎噪音管制可行性評估等三項。 歐盟法規蒐集方面,目前R51-03仍停留在管制值的爭議上,R41-04則由TUV NORD提議在鄉村道路執行簡易的加速噪音檢測,以提高改裝車輛的篩選,而R117在第43次會議中提出了在規範中增加濕滑測試的構想。 整合近三年的ECE R51-03、R41-04之測試結果分析,新版測試方法在轎車/休旅車方面低於CNS 5799約2dB(A),小客貨車及大客貨車約低3dB(A),小於175c.c.之機車約低4dB(A),大於175c.c.機車約低6dB(A),若以四期管制值與目前歐盟公告之管制值推估,目前各類車中皆符合歐盟管制標準,除機車尚未公佈無法比較外。在使用中車輛噪音比較方面,兩測試方法所測得之結果相似,使用中車輛約比新車高2dB(A),以目前審驗值加5dB(A)為使用中車輛噪音的管制值,仍可適用。 以國內輪胎廠技術水準而言,噪音測試結果皆符合歐盟管制標準,現階段導入管制制度並不會造成明顯衝擊;但推動之成本卻會增加。因國內輪胎廠均鎖定歐盟為重要外銷的市場,其產品為符合歐盟2010年起的管制標準,均已投入低噪音輪胎的相關研究。因此如何協助廠商掌握關鍵技術,開發出低噪音輪胎,較輪胎噪音納管之推動迫切。

The defines of automotive noise control criteria with the EU laws and regulation

英文摘要 This project include three major parts: (1) collect data for the automotive noise control regulation of European Union, (2) the discussion on 5th stage noise control criteria of R.O.C. (Taiwan), and (3) the evaluation of tire noise control in R.O.C.(Taiwan). For the development of EU regulations harmonization, the controversy of limit value for ECE R51 still need sometime to coordinate. About the ECE R41-04 , TUV NORD suggested a new roadside pass-by noise test process in order to improve the sift efficiency of illegal tampered silencer vehicles. About the ECE R117, the issue of tire wet grip requirement was inserted into discussion during 43th session. We perform and collect all of test results which were done in the last three years to compare the difference between ECE R51-03(draft)、ECE R41-04 (draft) and CNS 5799 (2003 version). The major conclusion includes: For small car like coupe and MPV, the noise level will be 2dB(A) lower than the CNS 5799. For wagon, trucks, the level is 3dB(A) lower compared to CNS 5799. For motorcycles, ≦175c.c. is 4dB(A), >175c.c. is 6dB(A) compare to CNS 5799 test standard. If we predict the limit value of 5th stage by shift the noise difference form 4th stage and compatible to the new suggestion limit from WP29. We find most vehicles can pass the new limit value proposed by WP29, except the motorcycle, which the limit value still not published. For the affect of in-use vehicle, we compare the two methods and find the similar trend that: in-use vehicle will be 2dB(A) higher than new car. Therefore, the criteria of 5dB(A) higher than new car will still be suitable. The technology of tire companies in Taiwan is good enough to pass ECE tire noise standard. There will be no obvious impact by importing the ECE tire noise control regulation now. But importing new regulation scheme need many cost. In order to fit the tire noise regulation enforcement in EU, many tire companies introduce projects about how to develop low noise tires. Therefore, before introduce the tire noise control regulation into Taiwan, the issue of how to help tire companies to development low noise tire may be more important.
