執行機動車輛噪音新車型審驗、新車抽驗及車輛噪音管制計畫
| 中文摘要 | 本計畫主要工作包含 (1)新車型噪音審驗、品管與抽驗等行政工作；(2)車輛噪音檢測研究及(3)車輛噪音管制法規國際調和趨勢研究等三項。 核發797張及繳銷23張車型組合格證明，新車抽驗209輛次及稽催廠商執行車輛噪音品管，印製94年機動車輛排放空氣污染物及噪音管制彙編，並定期維護網頁及車輛噪音合格證清冊。 舉辦車輛噪音檢測觀摩會以協助輔導縣市環保局推動使用中車輛噪音管制，計配合輔導縣市環保局執行檢測15次，完成112車次噪音檢測，其中55車次噪音不合格。 完成30輛次之修訂法規研究測試，累計94、95測試結果歸納測試方法修改對各類車輛的影響，可作為未來修訂新標準管制值的參考。 其他具體成果與建議如下 (1)由歷年噪音審驗值統計，發現總體加速噪音隨管制值加嚴而有所改善，但原地噪音則無明顯改善，應係管制值較為寬鬆，未來修訂五期噪音時應考量加嚴。 (2) 本年度部分環保局執行使用中車輛噪音檢測之成效良好，如台中縣環保局，建議環保署給予獎勵。尚有部分縣市人力、設備均不足，以致無法推展使用中檢測業務，迄須主管機關補助適當資源。 (3) 主動追蹤品管測試、新車抽驗之測試值與審驗值差異，發現異常可即時通知廠商進行矯正預防措施，可有效提升品質一致性之管制成效。 | ||

Performing the vehicle noise type approval, conformity of product and vehicle noise control
| 英文摘要 | The purpose of this project is to assist EPA in dealing with the tasks of vehicle noise control and to study vehicle noise control regulations worldwide for regulations revision in R.O.C. There are three major parts: (1) Granting certification, conforming product and statistic of vehicle noise test result, (2) Study the results of noise test of vehicles in use, harmonization of regulation of vehicle noise control and (3) Study the vehicle noise control regulations of different countries and suggest the draft of revision of vehicle noise control regulations. In this project, granted 797 certifications of vehicle types, process of 23 products discontinuity and performed 209 vehicle noise tests for conformity of product. Surveying and support the task of noise control of vehicles in use for every EPB of cities or counties in Taiwan. Conducted roadside check of in use vehicles noise for 15 times with different EPB and test 112 vehicles, 55 vehicles NG. Other achievements and suggestion include: (1) After lowering the limits from 2nd stage to 3rd stage, the averaged noise level, recorded during type approval test. Show a clear trend to be quieter in moving noise, but nor do the stationary noise. One should consider to tight the limit value for stationary noise in order to low down the trend curve. (2) Some EPB member pay many efforts in the road-side noise check this year. Especially the EPB member of Tai-chung county got great achievement, they deserved some promotion. But some EPB members still don’t have enough people nor budget. They need some support to set up the basic capacity. (3) For the COP control, we keep to check the variation between the COP test result and the type approval test result. This will help to improve the quality control of the manufacture. | ||
