空氣品質監測儀器功能驗證品保查核作業專案工作計畫

中文摘要 行政院環境保護署至95年度止已於全國各地陸續設置了76個空氣品質監測站、2部監測車、4個行動站及阿里山紫外線監測站,除此之外,各地方環保局亦於各縣市轄區內設置共27站自動監測站。本計畫委託瑩諮科技股份有限公司執行監測站品保查核作業,計畫執行期限為94年3月4日執行至95年12月31日止,本報告為95年度總執行成果。 自95年1月執行至95年12月止,總計完成90站次環保署空氣品質監測站績效查核作業、27站次地方環保機關自動監測站績效查核作業、50站次地方環保機關人工空氣品質監測站績效查核作業;另每站每月執行一次儀器功能檢查,至12月份止總計完成964站次功能檢查作業。 1.環保署空氣品質監測站績效查核作業 本年度監測儀器整體查核滿意度93.1%,氣狀污染物監測儀查核滿意度98.2%為表現最佳之類型,動態稀釋校正器查核滿意度86.7%為滿意度最低的類型。由監測儀各查核項目來看,以CO2查核滿意度71% 為最低,另雨量及風向查核滿意度分別為78%及79%,亦為滿意度低於80%之項目,除這三項外,其餘項目滿意度均高於80%。測站查核結果除中壢站及監測車101外,其餘測站查核滿意度均高於80%。 2.空氣品質監測站功能檢查作業 本年度站房部份缺失以PLC系統異常缺失發生率為8.1%最高;文件記錄部份以預防性維護紀錄異常之缺失發生率為5.5%為最高;監測儀部份以PM2.5測定儀採樣頭、濾網或分濾器不潔之缺失發生率為3.5%最高;氣象監測儀以酸雨計導電度或pH儀器值與PLC值誤差大缺失發生率為3.1﹪最高;監測儀手動校正則以酸雨計pH7標準液檢查不合格比率為9.9%最高。以測站檢查缺失項來看,馬公站為最高,其次為崙背站。 3.地方環保機關自動監測站績效查核作業 所有縣市測站以台中縣后里站為本年度查核滿意度最差之測站。高雄市有3個測站列於前七大不良測站之列,為本年度表現較差的縣市。以監測儀類型來看,以粒狀污染物監測儀查核滿意度96.3%為最高,動態稀釋校正器90.7%為最低。以查核項目來看,以酸雨-導電度及露點各僅查核2站次,其中有1站次不滿意外,其餘項目以NO2轉換效率查核滿意度82%最低,整體監測儀滿意度為93.8%。 4.地方環保機關人工空氣品質監測站績效查核作業 本年度TSP高量採樣器流量查核,有雲林縣環保局站、雲林縣斗南圖書館站、澎湖縣車船管理處站、苗栗縣安瀾宮站、苗栗縣西湖垃圾場站及台北縣淡水國小站6站次流量查核「不滿意」,整體滿意度自94年度的98%下降為本年度的88%。

Taiwan Air Quality Monitoring Station Quality Assurance Project

英文摘要 “Taiwan Air Quality Monitoring Network (TAQMN) of the Environmental Protection Agency (EPA) has established 76 Air Quality Auto-monitoring Stations, 2 moveable vans ,4 moveable stations, and 1 ultraviolet ray monitoring station located in A-Li Mountain. To evaluate the monitoring data form, EPA and EPB Air Quality Monitoring Stations is reliable and accurate. EPA has an authorized regular performance organization and an independent private sector to enforce quality checking for Air Quality Monitoring. The executing period has been started from March,2005 to December, 2006. This report is the performance results for 2006. There were four main working items of this project to be achieved in this year: 1. Annually performance audit of TAQMN (90 monitoring stations, including moveable vans). 2. Monthly performance regular check-up of TAQMN (from January to December,2006, this project has achieved 964 monitoring stations). 3. Annually performance audit of manual TSP Monitoring Stations for the local environmental protection bureaus (50 manual TSP monitoring stations). 4. Annually performance audit of air quality auto-monitoring stations for the local environmental protection bureaus (27 monitoring stations). The achievement of this year concludes as below: 1. Audit results of EPA air quality auto-monitoring stations (1)According to the models of monitoring instruments, this year, the satisfaction rate of Gas Pollutant Monitoring has achieved 98.2%. This is the best satisfaction in the four models of the monitoring instruments. The Mobile Diluting Rectification Instrument satisfaction rate is 86.7%, which is lower than last year. The total satisfaction rate 93.1% is lower than last year 93.8%. (2)According to the audit items of monitoring instrument, satisfactory rate of CO2 Monitoring is the lowest rate of 71%. The satisfactory rate 78% of Rain-Full instrument is the second lowest. The satisfactory rate 79% of Wind-Direction instrument is the third lowest. Except for these, other items have reached a over 80% satisfactory rate. (3)According to the audit results of monitoring stations, except for Jhong-Li station and moveable van 101, over 98% monitoring stations reach a satisfaction rate of 80%. (4)Analyzing the accuracy of each Air Pollutant Monitoring, generality gas pollution monitoring instrument has lower accuracy in low concentration than high concentration. CO2 is the most obvious. Except for CO2. The NOx instrument has lower accuracy than another gas pollution monitoring instrument, CO instrument has highest accuracy. (5)From the monitoring stations’ data for over the years, Mei-Nong station, Cian-Jin station and Cian-Jhen station have excellent results for 6 years. It shows that, these 3 stations keep higher maintaining quality and precise accuracy of monitoring data. In addition, San-Chong station and moveable van 101 presented negative Z factor for 5 years, it indicated that their audit satisfactory are lower than the average of all the other monitoring stations. 2. Regular Checking results of Air Quality Auto-Monitoring Station (1)From the result of regular check-up for all monitoring station, in the aspect of station failure, the unqualified rate of PLC system is 8.1%. In documenting faults, a unqualified rate of 5.5% was audited in maintain record. In monitoring analyzer’s faults, the unqualified rate of sampling system and filter from PM2.5 Instrument is 3.5%. In weather analyzer’s faults, the unqualified rate of acid rain-pH meter is 9.9%. (2)For monitoring data, HC instrument appears negative monitoring data. It’s occurring rate is 28.3%, is the highest. NOx seconds, it’s occurring rate is 10.0%. (3)With the checking results for a singular station, Ma-Gong station shows the most faults (47 faults), Lun-Bei station seconds(41 faults). (4)Further, observing the amount of repeatable faults of each monitoring station, Chong-Min and Chang-Hua and Chia-Yi station and moveable van 101 occupies the highest items . Besides, the repeatable faults from middle station in Taiwan is higher than south and north stations in Taiwan. (5)Over the past statistical checking results, it shows that, moveable van 101 is listed among the 10 disqualified stations during the year of 2002 to the year of 2006. Ban-Ciao and Lin-Yuan station are listed among the 10 disqualified station during the year of 2003 to the year of 2006. 3. Audit results for Air Quality Auto-Monitoring Stations of local environmental protection bureaus. (1)All Air Quality Auto-Monitoring Stations of local environmental protection bureaus reached a satisfactory rate over 80%. (2)There were 3 stations form Kao-Hsiung City are listed among the 7 disqualified stations in this year, the satisfactory rate is lower than other counties and cities. The Hou-Li station from Tai-Chung county has the lowest satisfactory rate in this year. (3)In the four types of monitoring instruments, the dusty pollutant monitoring instrument is better than the others. Its satisfactory rate is 96.3%. The total satisfaction rate 93.8% is lower than last year 94.7%. (4)According to the audit items of monitoring instrument, only 2 station has been audited of Acid Rain-Conductivity and dew point, but 1 station was dissatisfied. Expect for this, the NO2 transfer efficiency auditing satisfaction rate of 82% is the second lowest. (5)From the monitoring stations’ data for the pass 3 years, Hou-Li station of Tai-Chung county and Ai-Guo station of Kao-Hsiung city, have lower satisfactory rate than the average of all the other monitoring stations. 4. Audit Result of Manual Monitoring stations in Local Environmental Protection Bureaus (1)This year,have 6 station is dissatisfying in the examination of TSP flow rate. The total satisfactory rate is 88%, is lower than 98% in 2005. (2)As for the inspecting stations, we found faults occurred in Kao-Hsiung city , Tai-Tung county and Chia-Yi county. The satisfactory rate is 94%. The unqualified item is all for sampling machinery . (3)Total satisfactory of analysis lab is 91%. We found the drying box of Ping-Tung county and Tai-Nan county can’t maintain fixed humidity . (4) Over the past statistical checking results, it shows that Kao-Hsiung city, Kao-Hsiung county, Nan-Tou County,Tai-Chung County and Chia-Yi city achieved the best audit results form 1999 to 2006 year.
