97年度各縣市執行水質維護改善綜合管理計畫

中文摘要 為提升97年度各縣市水質維護改善工程之施工品質及安全衛生,97/06/04舉辦工程查核與督導說明會、97/10/17舉辦「水質維護改善工程施工督導作業」觀摩會、97/11/06舉辦「水質維護改善工程施工督導作業」檢討會、本團隊與環保署水保處共同執行共19場次之工程督導會議、3份工程督導彙編(5場次/份),整理並提出施工計畫書、品質計畫書、監造計畫書。 確保97年度各縣市水質維護改善計畫之成果效益,其中5條都會型河川復育與整治計畫,目前皆已積極進行中。96至97年由中度污染河段改善至輕度污染共21個測站,完成改善15處的目標,達成率140%。水質指標統計至97年12月止,輕度污染以下河段比例為74.2%,較目標值尚差0.8%;河川水質指標(WQI)為71,水庫水質指標(CTSI)值為43.76,已達成97年度目標值。 綠色國民所得帳96年30條流域點源汙染排放量估算為BOD 156,303噸、COD 372,508噸、SS 151,648噸、NH3-N 30,112噸。東港溪尚需削減BOD 8781.36 kg/day,在氨氮方面,尚需削減14296.3 kg/day,其削減比例約為總排放量91.24 %。阿公店溪下游屬於丁類河川故無BOD及氨氮標準,上游河段BOD未超過河川容許排放量,故無應削減量;而氨氮尚需要削減273.2 kg/day,削減比例約為總排放量之75.3 %。 完成各縣市執行水質維護改善計畫管理系統功能擴充與資料建置,新增環保署所需之計畫進度報表、計畫保留表及計畫考核表等功能,並完成水質維護綜合管理網站之規劃。

Water Quality Improvement and Management, 2008

英文摘要 In order to improve the quality and the safety as well as hygiene of construction sites of the “improvement construction of water quality”, the “Orientation of Inspection for Water Quality Improvement Construction” was held on June 4, 2008, the “Learning of Water Quality Improvement Construction” was held on October 17, 2008, and the “Review of Water Quality Improvement Construction” was held on November 6, 2008. Committee meetings of inspection for construction were held for 19 times and there were 3 inspection reports. The sample (format) of ‘Work Plan”, “Quality Control”, and “Plan of Direct” were also established Up to November, 2008, Water Quality Improvement and Renovate Project for all of the five metropolitan rivers are undergoing. 21 water quality monitoring stations have moved from moderate polluted to slightly polluted, which surpasses the goal of 15 water quality monitoring station. The river length of slightly polluted has reduced to 74.2%, which is still 0.8% more than the goal. WQI is 71 and CTSI is 43.76, both have achieved the goal of 2008. The green accounting for 2007 of the point pollution for 30 river basins showed that, BOD is 156,303 ton, COD is 372, 508 ton, SS is 151, 648 ton, and NH4+-N is 30,112 ton. From the estimation, it is shown that 8781.36 kg/day of BOD discharge and 14296.3 kg/day of NH4+-N discharge are required to reduced for Dong-Gang river. The downstream of the A-Gong-Dian River is categories D, therefore, there are no BOD and NH4+-N standard. For the upper stream of the A-Gong-Dian River, the discharge of BOD is under the limit, however, reduction of 273.2kg/day of NH4+-N is required, which is 1bout 75.3% of the total discharge. The expansion of function of the establishment of data in the “Protection of Water Quality Management System” has been accomplished. New functions required by EPA, such as progress report, project holding, and assessment of project have been included.
