This program is a continuation of Promotion of Action Plan of Mobil Source Pollution Reducing in Urban Area which was enforced by EPA, the Executive Yuan, in 2006. Therefore, besides continued follow-up implementation of the pre-set strategies of the mentioned program, the main tasks for the current year shall include researching domestic measures of mobile sources emission control, holding an “International Seminar on Environment and Traffic Management”, a presentation meeting demostrating the achivements of related projects, and ten sessions of relative consultations and discussions.
The program collects information from foreign counties such as USA and EU members relating to the elimination of high-polluting old vehicles, limitations on growth of private vehicles including motorcars and motorcycles, and development of green transportation. For implementation methods, applied Total Quantity Control and relevant measures are reviewed; discussions are made concerning restriction of number of vehicles, limitations on utilization frequency, and control on emission. On suggestions of preliminary promotion activities, it has been considered that significant differences in MRT systems still exist between urban and rural areas. Therefore, for promoting Total Quantity Control of mobile source emissions, respective planning shall be made for Metropolitans with MRT systems, Metropolitans without MRT system, and Non-urban Areas. Where Metropolitans with MRT Systems shall include Taipei City/ Taipei County and Kaohsiung City/ Kaohsiung County; Metropolitans without MRT system shall include Keelung City, Taoyuan City, Hsinchu City, Taichung City, Chiayi City and Tainan City; all the rest shall be in the list of Non-urban Areas. Suggestions on the preliminary promotion are compiled in details as shown in Table 1~3, including proposed promotion measures, suggested promotion areas, instructions and responsibilities for different parties.
Based on the program requirement, an “International Seminar on Environment and Traffic Management” was held at International Conference Room, MOTC, on February 21 and 22, 2008. Eight scholars and experts from different countries were invited to discuss issues including: I. Vehicle Management and Elimination Strategies by Emission Level; II. Regional Vehicle Control and Congestion Charging Strategy; and III. Enhancement of Public Transportation for Environment. Relevant seminar materials were provided on the EPA website for public download by interested people, so as to expand the extent of participation. Projects Achivement Presentation was held on April 23, 2008, at Da Sha House of Chinese Culture University. The main subjects of discussion including Reviewing Estimation of Air Pollution Emission from Mobile Sources and Achievements on Monitoring of Motorcars, Motorcycles and Diesel Vehicles repectively. Via this convention, relevant programs were integrated for further improvements. Ten sessions of consultation and discussion all concluded in accordance with scheduled procedures.
