The project, Strategic Analysis in Responding to Fluorinated Greenhouse Gases Emission Reduction Program, has been started execution since 2001 in Taiwan Environmental Protection Administration(TEPA).
TEPA signed MOUs with Taiwan TFT LCD Association(TTLA)and Taiwan Semiconductor Industry Association(TSIA). The two associations have been endorsed for voluntary reduction on PFCs and become precedents for TEPA in actively assisting domestic industry associations for GHGs reduction. This year the implementation of project can be concluded following:
(1) To analyze the national in fluorinated greenhouse gas consumptions and reduction emission strategies We have finished the accumulation data in total import volumes of 39.85 million tons CO2e and 34.36 million tons CO2e of PFCs, HFCs, SF6 and other related GHGs in 2007 and 2008 separately, total consumptions of 192.47 million tons CO2e and 269.79 million tons CO2e in 2007 and 2008, and total emission of 7.64 million tons CO2e and 6.5 million tons CO2e in 2007 and 2008 have been completed. Through two trips in attending conferences of World Semiconductor Council, the project assisted the industries to participate international negotiations on emission reduction. On July 1, 2008, the project held the “International Conference on GHG Emission Reduction Technologies of Semiconductor Industry” with TSIA, TTLA, TOSIA and TPVIA. There are six oversea experts were invited for lecturers and partnership development in front of 160 participants. There are many papers which from the TEPA project have been published to share the experiences of F-GHG reduction emissions in the International Conferences successively. It is become important referential sources for “2006 IPCC Guidelines for National Greenhouse Gas Inventories” published by IPCC. On December 15, 2008, a letter from UNFCCC Secretariat requested TEPA to address the information about fluorinated greenhouse gases from this project, it’s showing successful achievement on the fluorinated greenhouse gases reduction implemented by Environmental Protection Administration has raised international attention evidently.
(2)The Implementation of third party verification for GHGs reduction emission in the optoelectronic semiconductor industry The third party verifications in TSIA by BSi during March to November, 2008 and SGS in TTLA during May to November, 2008 were implemented respectively. The results showed that the GHGs emissions from TSIA and TTLA in 2007 were 3.8 million tons CO2e and 2.2 million tons CO2e respectively, while PFCs reductions were of 2.8 million tons CO2e and 6.7 million tons CO2e respectively. A “GHGs Emission Reduction Management conference in Electronic Industry” was held with 100 participants. Three manufacturers assisted to develop the PDD of PFCs reduction emission through this project, and to apply to the international standard association for international voluntary reduction recognition.
(3) The development of SF6 reduction management measures on electricity and magnesium aluminum alloy industries Three workshops on SF6 recovery Management for personnel from power industry were implemented with 170 attendees. On the SF6 recycling development, the purification on collected used SF6 from Taipower will reach 97% in purity with water content less than 150 ppm after testing in the magnesium alloy plant by the manufacturers, which will be qualified for the demand by magnesium alloy industry. In order to meet the purpose, a meeting on SF6 emission reduction of power industry was held and successfully established the cooperation between Taiwan Power Company and magnesium alloy industry association in developing SF6 reutilization.
(4) To promote the fluorinated GHGs reduction information in education The project has created a website for sharing the F-GHG information and maintenance in 2008. Three news letter of “Abatement of Fluorinated Greenhouse Gases Emission in Taiwan” were published in both English and Chinese for oversea friends and the domestic readers of industry, government and academics. Three papers were published through collecting materials and analyzing the trend from this project. Meanwhile, a special report on national fluorinated GHGs reduction achievement were disseminated on COP 14 at its side events meeting. Three technical brochures on PFCs, HFCs and SF6 were also edited for the purpose of promotion, education and expansion the F-GHG information.
