災後都會及鄉村地區環境衛生評估指標及其實施機制之研究(二)

中文摘要 為使各級政府單位能夠進一步有效掌握災後環境衛生情形及處理能力,並且確保災後環境污染防治所達到之成效,本計畫乃承接94年度計畫中所先完成災後環境衛生評估指標及災後環境污染防治能力評估指標之定義及計算方式之規劃,於本年度計畫中進一步規劃災後環境衛生等級及災後環境污染防治能力之評估作業及相關機制,包括整體及各分項子指標之詳細作業流程與分工架構等。此外,由於環保署現行之災後環境污染防治管理資訊系統基於發展當時的考量,並無法達到迅速而有效協助管理與決策之目的,因此本計畫依據對於災後環境污染防治工作之相關規劃成果,重新規劃出災後環境污染防治管理之管理與決策程序、資訊系統架構及相關功能之強化,系統架構包括資訊管理、決策分析、系統維護等3個子系統,並且具有災後環境污染防治資料庫以及災後環境污染防治模式庫,以做為環保署後續修改此系統之參考依據。本計畫調查高雄等15個縣市平時資源建置階段之災後環境污染防治能力,併同94年度所調查10個縣市之資料,以本年度修正後之評分方式進行評估,進而針對能力有所不足之單位提出具體改善方案。最後並綜合以上研究成果,針對全國所有縣市環保局及鄉鎮市清潔隊相關同仁辦理6場之說明講習會,以提升環保單位實際執行能力。本計畫之成果將可輔助各級環保單位提升執行能力以快速而有效的處理環境衛生問題。

A Study on the Environmental Health Evaluation Indicator and its Implementation Mechanism for Urban and Rural Area after Natural Disaster (II)

英文摘要 Environmental Protection Administration has developed the management framework for environmental pollution control after natural disaster for enhancing the capabilities of related authorities in 2005. This study adopted the above results to develop the implementation mechanism for environmental health evaluation indicator and capability evaluation indicator. The detailed operation and responsibility framework of each sub-indicator was designed for this mechanism. Furthermore, the current information system for environmental pollution control after natural disaster was established without complete decision support functions. Hence, this study re-planned management and decision procedures, system framework, and function enhancements based on the above results. The system framework consisted of three subsystems (information management, decision analysis, and system maintaining), the database, and the model base for environmental pollution control after natural disaster. Moreover, this study investigated the capabilities in normal time of 15 local authorities for environmental pollution control after natural disaster. The investigated results and the data of ten local authorities investigated in 2005 were simultaneously evaluated by the modified ranking method developed in this study. The alternatives for enhancing the capabilities of the local authorities for environmental pollution control after natural disaster are generated based on the evaluated results. Six conferences were held for all of the local authorities to demonstrate all of the above results. The executed results of this study can be used to assist the local authorities to effectively solve the problems for environmental pollution control after natural disaster.
