廢乾電池提昇回收成效暨發展最適回收處理再利用計畫

中文摘要 有關本工作團隊執行本計畫之成果摘要如下。 (1)本工作團隊設計成本調查問卷,發給五家現有的廢乾電池境外處理廠商進行廢乾電池回收清除處理之成本調查,各家處理廠商由於其本身條件各不相同,故其成本各有高低,本研究於是將各種類廢乾電池之單位回收清除處理成本彙整估算為最小成本、平均成本與最大成本三項,並據以代入環保署基管會之費率公式,依照反映成本與年度收支平衡兩原則估算95年廢乾電池回收清除處理費費率建議值。 (2)比對本研究調查而得之廢乾電池回收清除處理廠商之單位成本與環保署基管會之補貼費率,本研究發現筒型一次鋰與鎳鎘兩種電池之補貼費率在合理的範圍內,錳鋅與筒型鹼錳、筒型二次鋰、以及鎳氫三種則可考慮調升,而鈕釦型鋰及其他鈕釦型電池則可考慮調降或不予調整。 (3)比對本研究估算之廢乾電池回收清除處理費率與環保署基管會95年公告之回收清除處理費率,本研究發現筒型一次鋰、鈕釦型鋰、其他鈕釦型與鎳鎘等電池之公告回收清除處理費率在合理的範圍內,錳鋅與筒型鹼錳、筒型二次鋰兩種則可考慮調升,而鎳氫電池則可考慮調降。 (4)研擬加重責任業者及販賣業者源頭管制措施配合義務,如電池製造使用回收再利用材質並確實標示、限用含有害物質、推動「延長生產者責任制度、強化通路販賣業者範圍與配合義務等實施策略與配套執行措施。 (5)彙整歐盟會員國德國、荷蘭及比利時乾電池回收再生組織相關資料,包含乾電池之生產/銷售狀況、回收法令之政策與推動情形及廢乾電池回收與再生概況等資料,藉以交叉分析國內與國外乾電池市場流通狀況及回收再生系統之異同。 (6)藉由國內外乾電池市場流通狀況以及責任業者回收因子之分析探討可得知,加強責任業者申報量稽查、依據場所特性增設回收點以及運用媒體加強宣導回收,實為提升目前廢乾電池回收率之重要方向。 (7)已完成永續環保股份有限公司、永莊股份有限公司、環蓄實業有限公司、新合環境科技有限公司及青新環境工程股份有限公司等5家處理業輔導評鑑工作,並針對相關輔導評鑑委員所提出改善事項,請處理機構針對改善事項提出回覆說明,以提升廢乾電池回收處理業者整體作業水準。 (8)由公益團體、環保單位問卷查詢作業及彙整94年環保署委託專家學者實地至現場查訪資料可知,相關單位對於現行我國境外處理之處理廠皆予以正面評價及肯定,故應可確保國內輸出至境外處理之廢乾電池獲得妥善處理。 (9)蒐集日本、韓國、美國及歐盟廢電池回收處理相關規定並針對廢乾電池處理廠管制法規及策略研議。 (10)國內廢乾電池境內及境外處理二方面,在法規及對策上均需有相關之對策以因應,已就技術、經濟、社會接受度及政策配合性等四層面進行可行性評估。 (11)為妥善回收廢乾電池,暢通回收管道,以加強民眾回收廢乾電池意願,本工作團隊已規劃結合乾電池責任業者所建立之經銷體系共同參與乾電池回收方案,並已於96年1月12日舉辦「乾電池責任業者及販賣業者參與回收體系暨廢乾電池費率研擬說明會」向相關責任業者及販賣業者進行說明。 (12)規劃執行機關參與乾電池回收宣導方案,並於96年1月23日(南區)及1月25日(北區),邀請地方環保局及各鄉鎮市公所參加,使其瞭解於回收處理體系所扮演之角色與責任,以提昇廢乾電池回收成效。 (13)針對健全責任業者與販賣業者之回收管道策略,已研擬「輔導責任業者與販賣業者建全回收管道」、「責任業者與販賣業者回收管制作業程序研擬」、「提升廢乾電池回收成效策略」及「販賣業者配合乾電池回收作業方案」等4項工作重點,藉此期能健全責任業者與販賣業者之回收管道,並提升廢乾電池之回收成效。

The Development of Effective Collection and the most Suitable Collection and Recycling Schemes of Waste Batteries

英文摘要 (1)Due to the various conditions of the 5 domestic waste battery disposing facilities, the surveying for cost investigation shows divergent results. Thus, we generate the unit cost of collecting and recycling for different type batteries, and calculate the minimum, the average and the maximum value. Then substitute the 3 values into EPA’s rating formula and calculate the suggest subsidy rate for waste battery collection and recycling based on the reflecting cost and annual balance principles. (2)Comparing the unit cost of waste battery collecting and recycling with EPA’s subsidy rate, the subsidies of primary Li battery and Ni-Cd battery should be in the rational range. However, the subsidies of Mn-Zn battery, alkaline battery, secondary Li battery, and Ni-MH battery should be raised considerably. On contrary, the subsidies of button Li battery and others should be reduced or stayed the same. (3)Comparing the suggest subsidy rate for waste battery collection and recycling with 2006 EPA’s subsidy rate, the EPA’s subsidies of primary Li battery, button Li battery, other button batteries and Ni-Cd battery should be in the rational range. The EPA’s subsidies of Mn-Zn battery, alkaline battery and secondary Li battery should be raised considerably. And the EPA’s subsidy of Ni-MH battery should be reduced. (4)Propose to increase the restrictions and cooperative duties on battery producers and distributors. For instance, require battery producers using more recyclable raw materials, put restrictions on using the hazardous substances as raw materials, promote the 「Extended Producer Responsibility」 and strengthen the cooperation of battery distributors while carry out the planned strategies. (5)Collect the information of waste battery collection and recycling organizations of European Union members like Germany, Netherlands and Belgium. The current conditions of battery production and sales, waste battery collection and recycling, and related environmental regulations and strategies are also included. Then analyze the differences of waste battery collection and recycling system between domestic and foreign battery markets base on the information described above. (6)After analyzing domestic and foreign battery markets and discussing the factors which may affect battery producers in waste battery collection, auditing the sales quantity of battery producers, setting the collection points regarding to locations’ characteristics, and exerting the media for waste battery collection promotion should be the 4 important tasks for achieving high collection rate in the future. (7)Finish the consulting and evaluating tasks for 5 domestic waste battery disposal facilities as following: EVERMORE International Environmental Co., TINSHFOM Environment Co., Ltd., HUAN HSU Enterprise Co. Ltd., Shin-Ho Environmental Technology Inc. and CHIN HSIN ENVIRON. ENGINEERING. Also require the 5 disposal facilities to reply the specific improvements discovered by committee members. Thus, the working environment and processes of waste battery disposal facilities can be level up. (8)According to the documents of foreign environmental department and third party surveying and the 2005 field trip to the specific foreign waste battery disposal facilities, it is obvious that the relating departments or organizations all give the positive comments for those waste battery disposal facilities in their own country. Therefore, we can assure that the waste batteries exported from domestic are carefully processed. (9)Collect the government regulations relating to waste battery collection and recycling from various countries like Japan, Korea, United States of America, and European Union members. Plan to draw up the regulations and controlling strategies for waste battery recycling facilities based on the information provided above. (10)For domestic and foreign waste battery recycling, the regulations and controlling strategies should have the corresponding tactics. Already evaluate the feasibilities in 4 different aspects: technology, economic, social acceptance and policy support. (11)In order to achieve the effective collection for waste batteries and make consumers willing to send waste batteries back, we plan to combine the battery producers with battery distributors as a whole. And held the 「Promoting the Participation in Waste Battery Collection and Recycling System and Notifying the Proposed Subsidy Rate for Battery Producers and Distributors」 meeting in Jan, 12, 2007. (12) In order to make local executive departments and municipalities realize their roles and duties in the waste battery collection and recycling system and promote the effective collection, we held 2 waste battery collection promotion meetings. One was in Kaohsiung on Jan, 23, 2007, and the other one was in Taipei on Jan, 25, 2007. (13)Propose「Guidance for assisting battery producers and distributors to participate in waste battery collection」, 「Procedure for making the restrictions on battery producers and distributors for waste battery collection」, 「Strategies for making the effective waste battery collection」and 「Tactics for promoting battery distributors to participate in waste battery collection」 4 important tasks for improving the waste battery collection of battery producers and distributors, also making the better effective waste battery collection.
