This Plan, which constitutes the first year of a two-year plan, has been implemented over the period from December 2008 to December 2009. The main objective of the Plan was to help promote the Environmental Protection Administration’s six-year Plan for the Creation of Sustainable, High-quality Environmental Sanitation (which has already been submitted to the Executive Yuan for approval), which will build on the foundations already laid by the Clean Up Taiwan initiative to bring about ongoing improvement in environmental sanitation and enhance citizens’ quality of life. Incentive measures have been designed to support implementation of four sub-plans: Clean Up Taiwan Multi-mobilization, Across-the-board Improvement in Environmental Sanitation in Urban and Rural Areas, Building Model Environmental Protection Districts, and Cleaning Up Taiwan’s Coastline. A set of 14 environmental sanitation sustainability indicators have been formulated, based on the environmental issues that are of most concern to Taiwan’s citizens. The key objective of this year’s Plan was the enhancement of environmental cleanliness; the emphasis were on encouraging joint participation by government agencies, local communities (in both rural and urban areas), county governments, business organizations, volunteer groups and ordinary citizens, with the common aim of working together to improve living environment and achieve sustainable, high-quality environmental sanitation. Thanks to the hard work of all concerned, implementation of the first-year Plan has already brought about the establishment of the necessary operational and incentive measure guidelines, and assistance has also been provided for the formulation of the draft “Environmental Sanitation and Beautification Promotion Law.” With funding support from the Environmental Protection Administration.The following results have been achieved: a total of 60 Clean Up Taiwan Teams (comprising a total of 264 sub-teams) have been established throughout the country; in December 2008 and April, June and October 2009 the relevant agencies mobilized all sectors to undertake residential environment clean-up and inspection, to remove potential breeding grounds for the mosquitoes that spread dengue fever; 4,377 km of Taiwan’s coastline has been cleaned up, removing a total of 10,633 tons of garbage, with 89,519 people being mobilized to take part in this activity; 5 communities have been selected to receive additional funding support to facilitate their development into Model Environmental Protection Districts in 2010.
