空氣品質機動監測專案工作計畫

中文摘要 本計畫目標為辦理環保署空氣品質機動監測專案,以移動式監測車執行各項任務並維持各項儀器正常運作。監測期間內,各站氣狀物分析儀每日執行零點與全幅校正;每二週檢查精密度與粒狀物流量;每月召開維護會議,確保資料可用率達90 %以上,如行動站1的資料可用率為92.9 %,行動站2為93.7 %,行動站4則為94.0 %。例行性空氣品質監測任務,如大溪鴻程科技公司、烏日焚化廠、故宮博物院與高雄小港園區等地,監測結果顯示,上述空氣品質影響均屬區域性污染,多以懸浮微粒為主。交通空氣品質污染影響,如雪山隧道開通後對宜蘭地區監測結果,通車前CO平均濃度為0.51 ppm,通車後的監測濃度則為0.39 ppm,顯示交通量的增加,對鄰近空氣品質無顯著影響;高捷通車前機動監測CO平均濃度為1.05 ppm,為鄰近測站測值的1.3~1.8倍,後續如有通車後監測需要,則可參照鄰近測站。五大都會區交通空氣品質監測結果,以基隆市監測濃度與鄰近測站差異最大,如CO平均濃度為1.14 ppm,鄰近測站則為0.37 ppm,顯示接近交通源的污染排放對CO濃度具有顯著影響。台灣南部臭氧傳輸案例分析顯示,當沿海地區發生臭氧濃度超標(138.8 ppb)時,因風場影響將使山區易有臭氧惡化(123 ppb)。本專案落實維護工作以維持行動站正常運轉,除資料可用率合於要求外,各項監測結果分析與鄰近測站的比對,亦提供後續監測方向的參考。

Flexible monitoring of air quality

英文摘要 This EPA project was aimed at air quality monitoring by mobile vans and maintain all measurements working normally. Daily zero and span checks of gas analyzers were achieved. Precision validation and flow-rate verification were executed every two weeks as well as conducting monthly meeting to approach the yearly data acquisition rates higher than 90 %. This year mobile van #1 got 92.9 %, and van #2 had 93.7 %, and van #4 took 94.0 %. The locations of routine missions included Dasi-Hongchen Company, Wuzi Incineration Plant, National Palace Museum and Kaohsiung Harbor Area. These episodes were affected by regional scale pollution, and most of all was PM10. The assigned missions were the impact of traffic pollutants such as the air quality after the opening of Xue-Shan Tunnel in Touchen area, which resulted in no impact on local air quality due to increasing traffic flux. Before tunnel opening CO was 0.51 ppm, and monitored 0.39 ppm after opening. Before operating of Kaohsiung metro, the monitored CO was 1.05 ppm, and 0.83 ppm measured in neighbor fixed-stations, which indicated that referred to neighbor fixed-stations if needed to monitor after operating. The traffic air quality mobile monitoring in five urban cities reflected that traffic emission had the remarkable impact on the CO density. Example as in Keelung CO monitored was 1.14 ppm, but 0.37 ppm measured by fixed-station. The mission of O3 transmission cases analyzed that when coastal O3 exceeding standard (138.8 ppb), and mountains area would get deteriorated (123 ppb) because of wind filed affecting. This project completed all missions as requested including maintaining vans normally operated with qualified data acquisition rates. All conclusions of this monitoring project offer not only information of the comparative data from nearby fixed-station, but also reference of related monitoring in near future.
