96 年度戴奧辛排放源輔導管理暨支援環保案件調查計畫

中文摘要 摘要 稽查檢測12 家廠家之排放管道戴奧辛,其中3 家超出排放標 準。清查71 家列管廠商,維持運轉有53 家,停爐未完成申請作業有 4 家,停工1 家,解除列管有13 家,平台改善完成率為96%。審查 140 件次桃園縣境內列管之戴奧辛排放源,將45 份桃園縣境內列管 之戴奧辛排放源之戴奧辛檢測報告書,分別建檔於固定污染源管理資 訊系統資料庫及台灣地區有毒污染物質資訊管理資料庫中。估算桃園 縣境內戴奧辛年排放量,焚化爐年排放量為0.666 g I-TEQ/yr,電弧 爐年排放量為6.649 g I-TEQ/yr、輔助燃料年排放量為0.101 g I-TEQ/yr,第八批次固定污染源戴奧辛年推估量為9.279 g I-TEQ/yr。 實廠輔導光炫環工及聯成鋼鐵之戴奧辛改善。 完成兩季之周界空氣(28 點次)與落塵(24 點次)戴奧辛採樣與分 析,周界空氣中戴奧辛濃度兩季平均為0.08 pg I-TEQ/Nm3。周界空 氣中多氯聯苯(14 點次)濃度平均為0.006 pg WHO-TEQ/Nm3。落塵 中戴奧辛濃度平均為3.881 ng-TEQ/m2/yr,落塵中多氯聯苯(18 點次) 平均濃度為0.279 ng-TEQ/m2/yr。配合大型焚化爐之長期監測,中壢 工業區植物樣品榕樹葉(8 點次)戴奧辛平均濃度為5.67 pg I-TEQ/g。 完成室內空氣品質調查(13 點次),其中一家幼稚園(第1 類)3 處採 樣點之溫度、CO、O3、細菌不符合建議值,真菌僅在體能室不符。 其他4 場所(第2 類) 一般大眾聚集的公共場所及辦公大樓,10 處採 樣點部分項目檢測值不符合建議值,分別為CO(2 點次)、CO2(3 點 次)、O3(3 點次)、HCHO(2 點次)、細菌(1 點次)、真菌(1 點次)。幼稚 園在加裝空氣導流機加強對流、控管可能散發臭氧及揮發性有機物之 設備及清掃後,溫度、CO、細菌、真菌均降低至符合建議值。室內 非游離輻射值均未超過環保署的環境建議值(83.3 μT),也未超過世界 衛生組織(WHO)建議靠近電纜設施的標準(20 μT)。室內空氣多溴聯苯 醚檢測,濃度範圍介於46.2~261.0 pg/m3,平均值為117.4 pg/m3,最 高濃度(261.0 pg/m3)採樣點位於幼兒活動環境。 96 年度戴奧辛排放源輔導管理 期末報告 暨支援環保案件調查計畫 摘要 國立清華大學 II 完成支援環境污染案件調查採樣及檢驗(臭味72 點次、其他緊急 案件37 點次),包括周界空氣、土壤及植物樣品,待測物包括揮發性 有機物、戴奧辛及重金屬。協助局內成立社區環境監測網共5 個社 區,陽光山林為首先執行之社區,成功解決社區臭味問題。

The guidance & control of dioxin emission sources and support of investigating environmental protection cases FY 2007

英文摘要 Abstract This project has audited and measured the dioxin in stack flue gas from 12 plants. The dioxin emission from 3 stacks violated the Small and Medium Sized Incinerator Dioxin Control and Emission Standard. We have inspected a total of 71 plants. Among them, 53 plants are in operation. 4 plants have ceased incinerating operation but not completed application yet. 1 plan stopped working. 13 plants were relieved from the control list. The improvement rate of sampling platform is 96%. We have estimated the annual dioxin emission quantity in Taoyuan County. They are 0.666 g I-TEQ/yr from incinerators, 6.649 g I-TEQ/yr from arc furnace, 0.101 g I-TEQ/yr from plants using auxiliary fuel, and 9.279 g I-TEQ/yr (by presumptive calculation) from plants listed in 8th control list. The average dioxin and PCBs level in ambient air was 0.080 pg I-TEQ/m3 (n=28) and 0.006 pg WHO-TEQ/Nm3 (n=14), respectively. The average dioxin and PCBs level in dust was 3.88 ng I-TEQ/m2/yr (n=24), and 0.279 ng I-TEQ/m2/yr (n=18), respectively. We have investigated the indoor air quality (IAQ) at 13 sampling sites. The measured temperature, CO, O3, and bacteria values from a kindergarten (category 1) were above the recommended values. The conditions were improved after an amendment campaign. The 10 sampling sites from the other 4 locations also showed abnormal IAQ, including CO(2 times)、CO2(3 times)、O3(3 times)、HCHO(2 times)、 bacteria(1 time) 、fungus(1time). The measured non-ionization radiation values at all sampling sites were all below the Taiwan EPA recommended value of 83.3 μT and WHO specific value of 20 μT. The indoor PBDEs level was from 46.2~261.0 pg/m3 with an average value of 117.4 pg/m3 (n=13). Sample matrices include ambient air, soil, and plant; whereas the analytes include volatile organic compounds, dioxin, and heavy metals. We have supported to establish a community environmental monitoring network (CEMN) in 5 communities. SunLight community was the first CEMN and the odor problem was successfully resolved
