中南部地區10年以下加油站(82-86年設立)之土壤及地下水污染調查計畫

中文摘要 本計畫主要目標為進行站齡在10年以下加油站(82-86年設立)之土壤及地下水污染潛勢調查及查證,另依據本計畫調查之加油站基本資料、加油站防止污染地下水體設施及定期監測申報資料等,與加油站之污染勢進行相關性分析,以提供環保署做為後續行政管制措施上之參考依據。計畫工作內容將分成三個階段執行,分別為第一階段測漏管與土壤氣體檢測;第二階段則針對第一階段篩選出具污染潛勢之加油站進行土壤採樣調查、簡易井設置及地下水採樣調查;第三階段則針對第二階段地下水超過污染管制標準之加油站,進行標準監測井設置與地下水採樣檢測分析。 本計畫共完成200座加油站第一階段調查工作,包括2,461支測漏管油氣及功能檢測;以及800點土壤氣體油氣檢測。完成28座加油站第二階段調查工作,包括145點土壤採樣及樣品檢測分析;以及27站共82口簡易井設置及地下水採樣檢測分析。完成11座加油站第三階段標準監測井設置調查工作。在第二階段調查之28座加油站中,共有10座加油站之土壤檢測出污染物超過土壤污染管制標準。而有12座加油站之簡易井地下水污染物濃度超過地下水污染管制標準。於第三階段調查之11座加油站中,共有4座加油站之地下水污染物濃度超過地下水污染管制標準。 總結上述三階段調查結果,共計11站之土壤或地下水污染物濃度超過管制標準,應列為污染場址並依土壤及地下水污染整治法相關規定進行管制。

Investigating Soil and Groundwater Pollution in Gas Stations Established between Years 1993 and 1997 in Taiwan

英文摘要 Sinotech Engineering Consultants Ltd. completed the “Investigation Plan for under 10-years-old Gas Station (established during 1993~1997)”. In this plan, the background and pollution potential of underground environment in total 200 gas stations in southern Taiwan had been investigated. The investigation was conducted in three Phases. In Phase I Investigation, the on-site activities focused on durect-push in-situ soil vapor analysis. The results exceeding screening criteria were selected for further investigation. In Phase II Investigation, temporary monitoring wells were installed at the selected stations. Then soil and groundwater samples were collected for laboratory analysis. In Phase III Investigation, it focuses on the station that groundwater quality exceeding groundwater Control Standards. he activities including standard groundwater monitoring well installation and groundwater analysis. In Phase I Investigation, we inspected 200 gas stations, 2,461 soil vapor monitoring wells and 800 durect-push in-situ soil gas analysis by using LEL(Lower Explosion Level) detector, PID(Photoionization Detector) and FID(Flame Ionization Detector) and checked the capabilities of those wells (including the cap could be opened or not, water accumulation and ventilation test, etc.). There were 286 soil vapor-monitoring wells failed. According to investigation results, 31 gas stations were screened to enter the next step (Phase II). In Phase II Investigation, we sampled and analyzed 145 soil samples and 82 groundwater samples from temporary groundwater monitoring wells. Base on the analyzing values, 10 gas stations were detected that on-site soil exceeding Soil Control Standards. Besides, 12 gas stations were detected that on-site groundwater exceeding groundwater Control Standards then screened to enter the next step (Phase III). In Phase III Investigation, 13 gas stations were selected and 5 gas stations were detected that groundwater exceeding Groundwater Control Standards. According to the identification results,11 gas stations were exceeding the “Soil Pollution Control Standards ” or the “Groundwater Pollution Control Standards”. Taiwan EPA have to do the follow-up control according to the “Soil and Groundwater pollution Remediation Rules”
