In accordance with the mobile pollutant check and control plan, periodical inspection and roadside check should be consolidated for motorcycles and motorcycles that have not been inspected on a periodical basis should be stopped for a check. Along with other measures such as working with the Environmental Protection Administration in various educational activities and assisting EPA in counseling and auditing grassroots motorcycle inspection sites, it will urge vehicle users to reinforce maintenance and service of their vehicles and educate drivers on correct operation concepts, minimizing pollution caused by vehicle exhaust and effectively improving air quality.
In 2008, the mobile pollutant audit and control plan was carried out in Taitung County. From April 29th 2008, when the contract was signed, to December 31st 2008, a total of 21,736 motorcycles were inspected, among which 3,118 counts of motorcycles were stopped by the roadside because they were not checked on a periodical basis and 3,078 counts of motorcycles returned for a follow-up check. The return rate was 99.7%. 16,638 counts of motorcycles completed rounds of inspection by the roadside because they were not checked on periodical basis. 11,622 counts of motorcycles returned for a follow-up check. The return rate was 71.05%. 2,007 counts of motorcycles were stopped by the roadside and completed the inspection. A total of 211 counts of motorcycles were disqualified with the inspection disqualification ratio to be 10.5%. 47 inspection stations completed 4 periodical inspections. 47 completed standard gas inspection contrast. 14 completed real vehicle inspections. 4 inspection stations completed quarterly accreditation. A round of educational training for inspectors at motorcycle inspection stations and a round of recognization ceremony for outstanding inspection stations, three rounds of small and one round of large promotion activities were held. Various proposals aimed at enhancing appearance rate for periodical inspections were promoted. People’s petitions were handled and punishment was announced.
In terms of statistics and analysis of motorcycle periodical inspection data, the average HC inspection value for two-stroke motorcycles was 4,443ppm. The average CO inspection value was 2.34%. The average HC inspection value for four-stroke motorcycles was 434ppm. The average CO inspection value was 1.25%. In all comparisons, regardless of the make, year, and exhaust volume, among other items, the exhaust pollution degree of four-stroke motorcycles was generally better than two-stroke motorcycles.
47 inspection stations completed four periodical inspections. According to the results, most mistakes came from piles of foreign objects in inspection areas, mistaken license plates, failure to retain replaced consumables, inconsistent license plate photos, damage of the sampling pipe and wrong label serial number, etc. However, all of these mistakes were significantly improved before the follow-up inspection. In terms of standard gas inspection and contrast, all 47 inspection stations met requirements. In real vehicle inspection, the inspection values of 14 inspection stations fell within 3-fold standard deviation after being contrasted with those of mobile inspection stations, indicating that the overall accreditation result of inspection stations is improving and that inspection and counseling operations have been consolidated in inspection stations.
By end of November 2008, the appearance rates for exhaust periodical inspections for motorcycles in Taitung County were 57.48% (by registration) and 51.11% (by inspection station). According to the pollutant exhaust reduction coefficient for transportation tools provided by the Environmental Protection Administration of the Executive Yuan, this year’s plan was implemented till end of November and the pollutant exhaust reduction was 17.73 tons/year for NMHC and 133.28 tons/year for CO.
