屏東縣加強農業廢棄物露天燃燒稽查管制及紙錢集中焚燒處理計畫

中文摘要 本計畫之目的是要導正農民處理農業廢棄物及紙錢露天燃燒之方式，以維護轄區內之空氣品質。在巡查管制作業方面，本年度查獲648件露天燃燒之案件，燃燒較嚴重的鄉鎮依序為南州鄉、林邊鄉、佳冬鄉、枋寮鄉及高樹鄉，最易產生露天燃燒之種類為蓮霧廢枝葉。另外，本年度為有效解決農業廢棄物露天燃燒之問題，提供三種破碎處理方式:1.農民自行購買破碎機進行處理2.由代工班代為處理3.離場集中處理。針對代工破碎補助約235筆土地，蓮霧代工破碎作業共計76.88公頃，並建置519筆農民資料庫，以利後續之稽巡查作業。本年度並針對政府單位、大型工廠及廟宇等舉辦宣導說明會，並透過宣導及拜訪活動，共收集30.15公噸之紙錢進行集中焚燒之作業。

Pingtung County emphasis on monitoring, inspecting and controlling practice on the open-air burning and collecting and burning of fake paper money project.

英文摘要 The objective of this project is to guide farmers’ methods on outdoor burning of agricultural wastes and burning ghost money so as to maintain the air quality at the area under control. In order to inspect and control outdoor burning, there were 648 inspected cases tracked down in this year. Nanjhou County, Linbian Country, Jiadung Country, Fangliao County and Kaohsu County ranked first among the number of cases found. And the most common category for outdoor burning was the wax apple wastes. In order to resolve the problems of outdoor burning, three kinds of crushing treatment methods are provided: 1. let farmers buy the crushing machine and DIY voluntarily. 2. to be proceeded by OEM group. 3. by way of off-site centralized treatment process. And there are 235 lands subsidized for crushing process OEM, and 76.88 hectares for wax apple crushing process OEM. And information regarding 519 farmers were set up so as to be advantageous to the follow-up inspection. This year, we also aimed at government departments, factories and temples to hold promotion meetings. At last, we have totally collected 30.15 tons of ghost money to be centralized burning at the waste treatment plant through the activities of promotion and visiting.
