The Environmental Protection Administration has carried four Environmental Science
and Technology Parks (ESTP) in Kaohsiung County, Hualian County, Taoyuan County and
Tainan County, since the Executive Yuan approved the plan on September 9th, 2002. There
have been 25 companies permitted into the parks in Kaohsiung County, five in Hualian
County, six in Taoyuan County and eight in Tainan County till May 2006. During this year,
we have checked and guided the preparatory offices and companies in the four parks for 24
times.
The work team has programmed five resource-recycling link assessments and
executed the cost-benefit analysis of the symbiotic resource-recycling network system plan
held by Environmental Protection Administration in 2004. Because of the new and more
specific assessment factors and references coming out, the examination, amendment and
update of assessments are in progress. The effects of resource-recycling, CO2 emission
reduction and its economic benefit are all included.
On the part of Lin-Hai Industrial Park in Kaohsiung, there were ten links expectedly
built. Five of them have been completed, and the other five are still under coordination.
The plan expect the total amount of all links would be up to 3,973,870 tons per year, and
now it is 8,144,856 tons per year, which is about five million tons more than expectation.
Furthermore, the amount of CO2 reduction is 15,013,679 tons per year, which is also four
times higher than the initial goal value, 4,320,041 tons per year. Besides, Linyuan
Industrial Park, which has a heavy waste load, is chosen to be the new object of this plan.
Three links are planed to build in Linyuan Industrial Park, and the total amount of
resource-recycling is calculated at 1,096,836 tons per year, and the economic benefit
would be NT$813,672,800 each year. Three links are also going to be built in 7 industrial
parks in Taoyuan County, and the amount of resource-recycling would be 171,743 tons per
year, and the economic benefit is calculated at about NT$3,408,950,000 every year.
In the aspect of future operation planning of ESTP, the developing framework of
integrated planning this year includes the possibilities of jurisdiction assignment and
external management. Moreover, the concept specialized in corporatization of park
management center is under analysis. The initial suggestion is to take combined law and
new plan proposed to Executive Yuan as the optimal schemes. Amended articles, the
second term program of ESTP, and regulations for operating and managing the parks are
also drew up to meet the demand of future park operation planning.
About overseas exhibition, we participated in Pollutec 2006, which is one of the
largest environment and energy exhibitions in Europe, at Lyon Eurexpo, France from
November 28 to December 1, 2006. Information about ESTP in Taiwan is introduced in the
exhibition, and we also visited the other exhibitors to see the newest technologies. What is
more, we exchanged with international environmental businesses after the exhibition and
executed case source exploit and investment service at the same time. There are total 119
foreign and 422 Taiwan companies in the list of tender invitation or technical
communication. These companies are sent promotional packages and electronic
newspapers continuously and traced the investment will. The high potential ones are going
to be transferred further to one of the four parks.
At the part of propaganda, five posters and 1,500 handouts in Mandarin, English and
Japanese were designed and produced this year. A workshop was held in April 2007, and a
conference was held in May 2007. In May, April and June 2007, conferences of tendering
for the four parks were held in respectively in Kaohsiung County, Taoyuan County and
Tainan County, and there were 150 representatives from 108 companies attending. Besides,
advertisements were put in Excellence Monthly, Wealth News, Chemical Technology, and
Commercial Times in October 2006, February, March and April 2007.
