執行機動車輛噪音新車型審驗新車抽驗及車輛噪音管制計畫

中文摘要 本計畫主要工作包含(1)加強機動車輛噪音管制,預計辦理新車型審驗800輛次及新車抽驗100輛次;(2)檢討我國現行機動車輛噪音管制及檢測制度,研提改善策略及方案(3)我國機動車輛噪音管制制度研擬等三項。 至12月22日止計核發750張車型組合格證明,新車抽驗307輛次及稽催廠商執行車輛噪音品管,印製96年機動車輛排放空氣污染物及噪音管制彙編,並定期維護網頁與車輛噪音合格證明清冊。 97年度輔導縣市環保局執行使用中車輛噪音檢測,共計配合輔導13次、執行123輛次;今年全國共有14縣市實際投入執行,完成檢測528輛次,其中204輛次NG。有實際執行縣市數量較96年度新增加1個縣市,其中多數縣市均開始嘗試於一般市區執行此一檢測,顯示此一管制正朝向更普及化的方向發展。 蒐集並研析歐盟車輛噪音法規發展資訊,並舉辦「歐盟新版機動車輛噪音檢測技術研討會」,具體協助國內相關業者掌握新版測試技術,以利早期因應車型開發,確保我國後續法規調和過程產、官、研各界都能順利銜接。 其他具體成果與建議如下: (1)建立機動車輛噪音指定實驗室技術交流平台,定期與主管機關檢討執行技術問題,確保主管機關與檢測機構的把關標準一致。 (2)舉辦「使用中車輛噪音管制座談會」,協助與各縣市環保局分享經驗、問題研商與法規新知等,以逐步建全使用中車輛噪音檢測模式。 (3)配合國產車電子化核章政策,開發一套自動轉檔上傳程式,該程式並可自動轉出車型組合格證手稿,改善作業效率與時程。 (4)針對於都會區執行使用中車輛噪音管制的可行性,選定6個地點分別進行機車、汽車之原地噪音檢測,評估環境背景噪音對檢測結果的影響,結果建議若欲於市區繁忙路段執行,可維持現行管制標準但行政裁罰方式略作調整,以考量環境變異因素並能有效查緝改裝車或高噪音車輛。

Performance of the project of vehicle noise type approval, conformity of product and vehicle noise control

英文摘要 The purpose of this project is to assist EPA in dealing with the tasks of vehicle noise control and to study vehicle noise control regulations worldwide for regulations revision in R.O.C. There are three major parts:(1)Granting certification, conformity of product and statistic of vehicle noise test result,(2)Review current vehicle noise control regulations and suggest improvement proposal, and (3)Survey the new UN/ECE regulations development for the further harmonization of vehicle noise regulatons. During 2008(Jan. to Dec.), we granted 750 vehicle type approval certifications, performed 307 vehicle noise tests for conformity of product. Also publish the vehicle certification database during 2007 and continue to update the certification database in the website of ARTC. To Boost the task of in-use vehicle noise control for every EPB of cities or counties in Taiwan. We help some local EPB members to perform the in-use vehicle noise tests. During 2008, we attend the road-side check for 13 times, and finish 123 test cases. Total 528 test cases have been finished during this year, include 204 NG cases. Comapre to the last year, there increase 1 EPB sites who had practical done this check, and the test location tend to perform in the urban major roads. While studying the development of UN/ECE new test regulations, we held a technical conference to share the experience in new test method, and remind domastic industry for early preparing. Other achievements and suggestion include: (1)To convene a technical interaction meeting between the two appointed vehicle noise test Labs. And communicate the technique issue with government manager to identify the processing principle. (2)Holding the “in-use vehicle noise control symposium”. Assist to improve the test skill and practical experience of EPB members. (3)We develop a program to transform and upload the certification document to the approval database. Through which we can coordinate the task of E-stamping process and improve the efficiency of document processing, (4)For the in-use vehicle noise check in urban roadsides, the higher background noise will affect the results and so lead to some query from civil. We study the influence at 6 different locations and conclude that the limit value should be consider escipally if one like to do the roadside check in busy urban roadsides.
