毒性化學物質運送車輛裝設即時追蹤系統 (GPS) 推動及後續配合毒性化學物質運作管理相關工作

中文摘要 環保署毒管處會同交通部於今年發布修正 「毒性化學物質運送管理辦法」 ,明定全國運送第一類、第二類及第三類毒化物車輛須加裝即時追蹤系統(GPS),為降低業者衝擊,共分為 4 批次採逐批方式納入管制。第 1 批次加裝 GPS 的管制對象為運送毒化物的「罐槽車」 ,今年 8 月 1 日起正式列管。屆此,環保署毒性化學物質運送管理正式邁入聯單電子化與即時追蹤管制整合的新里程。毒性化學物質為有價物品,監控目的在於事前預防、快速通報與事故發生時的應變。 在正式列管 前,舉辦 3 場次業者說明會, 超過 300 業者參加。於營運後,辦理 4 場次法規與系統操作說明,業者共 40 人參加與政府相關單位 32 人參加。由於今年度為第一年實施,因此重點工作為輔導運送業者依照法規要求,順利安裝即時追蹤系統並回傳至環保署。有鑒於發布實施前,已有相當比例的毒性化學物質運送車輛已安裝即時追蹤系統,進行車隊自主管理。為避免運送業者重覆投資之浪費,因此規範標準資料庫之格式,採取軟體整合的方式。目前已經超過650 輛運送車輛加裝即時追蹤系統,90 家運輸業者,共 10 家即時追蹤系統業者與供應商。另一項重點工作為資訊系統軟硬體建置,提供運送業者與交通、緊急應變與環保管理單位使用。系統功能包括即時與歷史軌跡查詢功能,以定位運送車輛位置;疑似異常車輛圖台功能以加強監控;主題式 GIS 圖台功能以符合各種管理單位監控的需求。此外,今年度也完成第二批次規格草案,發佈於 GPS 專區以蒐集各方意見,做為明年度法制作業之參考。

Enforcement of Vehicle Transporting Toxic Chemical Substances Equipped with Real-time Tracking System and Related Toxic Chemical Substances Transportation Management Tasks

英文摘要 Department of Environmental Sanitation & Toxic Substance Management of the Environmental Protection Administration (EPA) and the Ministry of Transportation and Communications amended the “Toxic Chemical Substances Transportation Management Regulations” this year. The regulations enforced vehicles carrying Class 1, Class 2 and Class 3 toxic chemical substances to equip real-time tracking systems or Global Positioning System (GPS). To lessen the impact on transporters, the EPA divided the enforcement into 4 stages. At the first stage, tank lorries were required to equip with GPS started on 1-Aug, 2008. Since then, the toxic chemical substance transportation management entered into a new era of e-manifest system integrated with real-time tracking system. Toxic Chemical Substances were valuable product, the purpose of monitoring system was accident prevention, fast notification, and quick response to accident. Before the enforcement, t he project team held 3 conventions of the enforcement process, more than 300 people attended the conventions. After enforcement, .4 training courses were held, and 40 transportation companies and 32 management agencies attended the courses. Because of the enforcement for the first time, major tasks of this project including assist transportation companies to understand and comply with the regulations and procedures, and transmit GPS tracks to the EPA. As a large portion of vehicles had already equipped with GPS for fleet management before the regulation announcement, the EPA established a standard database format for software integration to prevent transporters from unnecessary investment. At present, there are approximately 650 vehicles with 90 transportation companies equipped with GPS provided by 10 GPS suppliers. Establishing an information infrastructure was another major task this year. The monitor system established by this project provided services to users included transportation companies, environmental protection and communication management agencies. The project team also developed a real-time track inquiry for real-time monitoring, and a historical track inquiry for behavior analysis, as well as strengthened monitoring on suspicious vehicles , and added theme GIS monitoring function to meet different management agencies requirement. The regulation of second stage was drafted this year and published on GPS website for collecting suggestions for future amendment.
