固定污染源整合性管理制度規劃、許可制度落實推動及資訊管理系統強化與系統開發計畫

中文摘要 本計畫分為四大工作目標包括:1.整合排放量管理策略落實許可制度。2.強化固定污染源管制工作執行成效。3.開發及提升固定污染源管理資訊系統功能。4.協調整合管制資源。 整合排放量管理策略落實許可制度部分,本計畫今年共協助完成「檢查鑑定公私場所空氣污染物排放狀況之採樣設施規範」及「以電子網路傳輸方式辦理固定污染源設置與操作許可證申請之對象及作業方式」修正公告、「固定污染源最佳可行控制技術」、「固定污染源設置與操作許可證管理辦法」、「公私場所固定污染源排放量申報管理辦法」、「第九批應申請設置或操作許可證之固定污染源」、「第三排公私場所應申報年排放量之固定污染源」、「違反空氣污染防制法按日連續處罰執行準則」修正草案及協助制定PM2.5排放管道標準檢測方法。 強化固定污染源管制工作執行成效及協調整合管制資源部分,本計畫針對固定污染源管制執行現況,將管制作業區分為「管制系統」及「決策行政支援系統」兩大工作要點,並細分「法規制度增修訂與推動」、「污染減量工作推動」、「強化技術管制工具」、「地方作業督導查核」及「污染排放資料庫管理」並完成分年度工作重點規劃制定外,另執行縣市主管機關267件抽查作業、416件委託許可審核機關許可核發建檔作業及20廠次現場查核作業,並針對審核機關執行現況問題辦理審查核教育訓練、建立五項行業審查核手冊及建立審查核標準問答集等作業內容,期使藉此強化固定污染源管制工作執行成效。 開發及提升固定污染源管理資訊系統功能部分,除完成許可離線及線上申請系統功能建置、稽查處分系統資料擷取功能及餐飲業稽巡查管理系統外,另建立130類檢核訊息、250項檢核組合進行3,939家次資料品質檢核作業,使平均資料品質正確率已提升至80%以上,同時配合空水廢毒管理資訊系統(EMS)整合政策推動,完成統一管制編號整合、代碼整合評估及相關系統界接等作業內容。

Project for Stationary Source Integrated Managememt System Planning, Permit System Promotion, Development and Enhancement of Database Application System

英文摘要 This project includes 4 major goals:1. Integrate emission management and implement systems. 2. Consolidate the achievement of stationary sources control works. 3. Develop and enhance the information system of stationary sources control. 4. Coordinate and integrate control resources. For the 1st part, the project helps finishing「checking air pollutant emission sampling balcony」and amendment draft of「stationary sources installation and operation permit application via internet」,「the best available technology of stationary sources」,「stationary sources installation and operation permit control measures」,「stationary sources emission report control measures」,「the ninth group of stationary sources installation and operation permit」,「the third group of stationary sources emission report」, amendment draft of「the penalty policy of stationary sources continuing daily violations」and recommendation of in stack PM2.5 standard sampling method. For the consolidate the achievement of stationary sources control works and coordinate and integrate control resources, this project focus on stationary sources control implement, divide into「control system」and「administration support」two major parts, and further, subdivides into「regulations amendment and driving」,「pollution reduction works」,「strengthen the skill control tools」,「review of domestic works」,「the management of emission database」and completes yearly domestic works plan, executes 267 random inspections of local government, 416 permit issuance files and 20 factories on site examinations, examination implemental problems of local government training and compiling examination manuals of 5 industries, published the exanimation Q&A manual to consolidate the achievements of stationary sources control works. For develop and enhance the information system of stationary sources control, finishing offline and online application systems, penalty data acquisition and food and beverage trade inspection system. Besides, setup 130 category checking messages, 250 checking methods and process 3,939 data quality examinations to improve the average correct rate to more than 80%, operating in coordination with air, water, waste and toxics control systems at the same time. Complete uniting control numbers, codes and relative connecting works.
