宜蘭縣97年度營建工程污染管制及空污費徵收執行計畫
| 中文摘要 | 隨著空污費的徵收，在營建工程空污費申報作業上由申報導向轉為強調民眾對於申報品質的滿意導向，今年度持續著重於人員整體服務品質的加強，在污染管制方面，則將有限資源妥善分配於重大工程管制，亦能有效達成污染削減之目標。現階段摘要成果條列如下： 1.充實空污基金方面，統計自97年8月至97年11月底止，本縣營建工程空氣污染防制費新徵收件數732件、收繳12,340,417元，催收後到繳率達99.9%以上，在完工結算申報也有462件，並每月執行催辦。 2.計畫巡查記錄依據色單規劃污染查報方式共完成914處次，其中白單(無污染情事)佔71%，黃單(無重大污染情形)佔23%，藍單(污染情形嚴重)佔6%，此類工程亦列為建議稽查名單，總計提報58處次，其缺失項目以「工地周界」、「告示牌」及「結構體」最多。 3.巡查管制污染量估算結果，計畫執行4個月所須管制之營建工程污染總逸散粉塵污染排放量為3,622.03公噸，經現場管制掌握污染2,992.87公噸，將本縣每年在1,200處左右的工程施工狀況下，由掌握較大污染量之工地逐月安排最佳管制對象及策略亦能有八成二的管制效力。 4.依輪替原則篩選42處工地輔導。輔導工地在輔導前，第一次查核有高達33%之工地在接受輔導之初已達到嚴重違規狀態，經輔導後其缺失狀況明顯改善，整體改善率為25%。 5.推動道路洗掃認養方面也盡量以大型工程為優先推動之對象，經多月的洗掃成效查核，發現營建工程認養其周邊道路是維護環境、減少粒狀空氣污染物很好的作法之一，累計執行道路認養共計34處，累計總掃街里程為172.45公里、洗街里程1,560.98公里。經每月查核道路髒污等級，約有六成三屬A級乾淨。 6.結合文宣、輔導座談會與網際網路E化網站，將營建工程管制作法與成果以多元化宣導周知民眾。 | ||

Air Pollution Control and Air Pollution Control Fee Levying administration of Construction Site in Ilan County in 2008
| 英文摘要 | As the government levies air pollution fees, the most important part is the satisfaction of declaring quality. We keep improving the service quality. In the other hand, to control the pollutant, well-allotting to the important engineering with limited resources is efficient. The results conclude as following. 1. For the income of air pollution fees, there are 732 new cases. The total revenue is 12,340,417 dollars and the efficiency is over than 99.9%. 2. It has finished 914 pollutant inspections. It contributes 71% for the white paper (with slight pollution), 23% for yellow paper (with general pollution) and 6% for blue paper (with serious pollution). The most common defects are “The area around the building site”, “the placard” and “the construction”. 3. The total emission of TSP is 3,622.03 metric ton. To control the larger engineering projects, there are 82% improving. 4. There are 42 sites to accept our guidance and assistance. The total improving rate is 25%. 5. To proceed streets cleaning plan. It is a great method to reduce the particle pollution. There are 34 cases and the sum of cleaning mileages is 1560.98 kilometers. 6. Giving the related messages to people by handbills, conferences and internet. | ||
