96年中部空品區空氣污染改善策略檢討及行動計畫

中文摘要 本計畫執行期程一年,自96年9月3日簽約,至97年9月2日止。本計畫主要工作重點包括以移動污染源為重心研擬中部空品區各項污染管制策略,擬定空品不良日緊急應變計畫,進行近4年空品不良模式模擬分析,執行高污染事件日採樣驗證氣象及各類空氣污染物質的生成及分佈貢獻情形,以及分析空品不良日與疾病發生率之關係。各作業項目均已依工作進度規劃期程(表II)推動各項作業(成果摘要詳表I)。合約規定需建置93 ~ 96年呼吸疾病資料庫並進行統計分析,但由於96年資料尚未整理公開,因此僅分析至95年,此部分依合約規定減價驗收。除此之外,其餘量化之工作項目進度達成率皆達100%。 策略研擬的會議辦理部分,分別於96年的11月29日、12月13各舉辦1場次專家學者研討會議,並於97年1月9日召開1場次大型空氣污染管制策略研討會。2場專家學者研討會議各有6名專家學者與會,符合合約要求每場至少5名專家學者出席之規定;大型空氣污染管制策略研討會共有86人參加,其中出席之專家學者達11位,符合合約規定會議出席人數至少80位,並包含至少3位專家學者之要求。最後承諾加辦1場專家學者研討會,於97年7月23日辦理完畢,共5位學者與會,針對本計畫彙整之策略給予最後建議。最後彙整篩選出5項可由環保局主導之重點策略,並提出細部規劃,包括建立移動污染源管制指標、推動柴油車排煙定檢與分級制度、機車定檢獎勵方案、LPG車推廣使用方案、以及優良環保駕駛訓練推廣。其餘數十項策略,皆獲空污基金技術委員認可,可行性很高,可提供中部空品區各縣市依照需求擬定細部規劃推動之。 空品不良日緊急應變行動計畫於97年2月18日提送,於2月20日中部四縣市環保局課長會議中提出,在3月13日及4月11日召開協調會,並於4月30日進行演練,同日辦理檢討會。計畫特色是提前3~5日預報,並增加國小通報系統,透過學童家庭聯絡簿請家長配合移動源污染減量。執行至今預報雖然準確,但時效性不足以提前提出通報,建議修訂為每週預報2次,較能涵蓋每週工作日。績優縣市觀摩會則於97年4月10日辦理,環保局共計7人參觀中鋼廠區及高雄縣。 本計畫模式模擬部分,分析93年至96年空氣品質不良事件日。每年度針對不同天氣型態、因素之粒狀物及臭氧事件日各2件,以PSI>100的空品不良事件日為主。解析包括氣象條件、污染排放與地形等因素,對中部地區空氣污染物傳送與擴散之影響。模擬結果O3驗證良好,優於PM部分。而PM模擬驗證情形,符合一般台灣地區模式模擬水準。 高污染事件日採樣驗證部分,於96年10月25日~31日完成採樣及分析工作。共計完成無機污染物1,148組樣本、揮發性有機物144組樣本、粒狀污染物分析調查15組樣本、PM2.5粒狀物及其前趨物氣體採樣24樣本,皆分析完畢。完成利用CMB受體模式數據評估中部空品區VOC貢獻源,進一步驗證中部空品區臭氧不良日形成主要受移動污染源影響。利用化學質量平衡受體模式評估中部空品區空氣粒狀污染物的污染來源及其貢獻量結果,在都會地區主要以街道揚塵、移動源、二次氣膠為主,貢獻源雖有不同,但並無明顯之變化, 顯示其貢獻來源之排放穩定。而熱島效應分析,顯示空品不良日的前一晚,空品不良地點都有明顯的熱島現象,且中部地區的熱島中心在大里,熱島效應高於臺中市,應是工業及人口活動強度較高所致。 中央健康保險局之醫療院所門診、住院及呼吸系統疾病統計資料庫,已完成93 ~ 95年建置並統計分析中部四縣市空品不良日疾病發生率。由於現行PSI指標僅能反映單項指標污染物濃度,無法完整呈現整體空氣污染程度,因此PSI不良日數與呼吸道疾病發生率相關性不佳。但轉換為RAQI指標後,在空品不良日數多的地方相關性提高,並顯示空品不良與民眾就醫關係之間僅有輕微相關,不會立即造成民眾就醫。

The air pollution improvement strategy review and action program of air quality region in central Taiwan

英文摘要 This plan carries out a time regulation for year, on September 3 signs a treaty from 96 years, on September 2 stops to 97 years. This plan’s prime task includes the emphasis to take moving source of pollution to each pollution to control strategy in the air quality of center Taiwan, draws up the urgent strain plan to air pollution episode, carries on the latest 4 years air pollution episode pattern simulation analysis, carries out the high pollution event date sampling confirmation meteorology and each kind of air pollution material production and the contribution of distribute situation, and analyzes relations between air pollution and respiratory disease. Various works project (Table II) impelled each work according to the work progress plan time regulation (achievement abstract detailed table I). The contract stipulated must establish 93~96 year respiratory disease information database and carry on the statistical analysis, because of 96 year’s data not yet digest publicly, therefore only analyzes to 95 years, this part depends on the contract stipulation price reduction approval. In addition, other quantification’s work project progress achieves rate all reaches 100%. At the part of the strategy draws up the conference, separately in 96 year on November 29, in December 13 respectively convenes 1 number of showings experts to deliberate the conference, and on January 9, 97 holds 1 number of showings large-scale air pollution control strategy seminar. 2 experts deliberated the conference has 6 experts respectively attendance, conforms to the contract to request stipulation each at least 5 experts attendance; The large-scale air pollution control strategy seminar altogether has 86 people to participate, of experts in which attendance reach 11, conforms to contract stipulation conference number of persons present at least 80, and contains at least request 3 experts. Finally pledged more holds 1 experts seminar, was finished on July 23, 97, altogether 5 scholars attending, collects in view of this plan puts in order the strategy to give the final suggestion. Finally collects entire screens 5 items to be possible by the environmental protection bureau lead the key strategy, and proposed the detail plan, including the established migration source of pollution control target, impels the diesel car to discharge fume the regular inspection and the graduation system, the locomotive regular inspection reward plan, the LPG vehicle promote operational version, as well as the fine environmental protection driver’s training promotion. Its complement of a lot of strategies, all attain air pollution fund technology committee member to approve, has high feasibility, may provide the various counties city to draw up the detail plan which according to the demand to impel it. The heat island effect analysis, demonstrated the air pollution episode previous the evening, the heat island place all has the obvious hot island phenomenon, also the central Taiwan’s heat island center in Dali, the heat island effect is higher than Taichung, should be the result of industry and the high population activity intensity. Healing institute of outpatient service, hospital and the respiratory disease of the national health insurance research database, has established 93~95 year and analyze the relation of disease formation rate with air pollution episode to central Taiwan four county. Because the present PSI only can reflect the single item pollutant, is unable the integrity to present the level of all air pollution, therefore the number of PSI air pollution episode and the respiratory disease formation rate relevance is not good. But after the transformation with RAQI, enhances the number of many place relevance, and demonstrated between the relations with the air pollution and seek medical advice with the populace only to have the slight correlation n, cannot let the populace to go to see a doctor immediately.
