執行機車新車型審驗、新車抽驗及使用中機車召回改正調查測試

中文摘要 本年度計畫主要工作內容可分為四個部份, 第一個部份是 執行機器腳踏車新車型審驗、新車抽驗等管制工作。第二個部 份是進行機車審驗作業系統之電子化系統開發。第三個部份是 法規資料蒐集與修定, 並進行相關研究與測試, 第四個部份是 執行使用中機車召回改正調查測試相關事宜。 本計畫在新車型審驗、新車抽驗等管制工作方面, 共核發 1 9 1 張合格證,包含7 0 0 個車型;並已進行9 6 輛車之新車抽驗, 全部合格, 也進行9 輛進口車之污染控制元件查驗, 結果都合格; 廠商耐久計畫申請部分, 共提出3 1 件。廠商自行品管結 果, C O 值部份偏高或變異較大, H C + N O x 值則都不錯。環保車 評比則以光陽公司之T e c h n o G T 1 2 5 最佳。在合格證交互認證 方面, 建議透過政府進行對外談判來達成。在電子化審驗系統 方面, 『環保署合格證明資訊管理系統』的系統登入、帳號管 理及基本資料維護功能都已經完成。在第六期排放標準及 W M T C 整合策略與架構方面, 應將W M T C 納入現行法規並行, 及進行W M T C 相關研究; 劣化係數研究顯示, 各車廠中以D 車廠劣化係數值較低; 排氣量中以> 1 5 0 c c . 劣化係數值較低, 而 < = 5 0 c c . 排氣量的平均劣化係數值較高; 不同供油方式, 噴射引 擎平均係數值較化油器低; 不同耐久方式無明顯趨勢; 同期別 的比較, 五期車的劣化係數值分佈均較集中, 平均值也較四期 低; 國外法規認證數據分析顯示, 歐盟E U 2 車輛大都無法符合 我國法規, E U 3 車輛約1 / 3 無法符合我國法規, 日本車輛則大 都無法符合我國法規; 在相關研究測試方面, 四期測試的C O 與H C 排放值較易高於五期測試與W M T C 測試, 五期與W M T C 型態的測試結果互有高低, 差異並不明顯, 在轉速與四期污染 排放相關性分析方面, H C 的相關性較好, 在W M T C 與五期排 放相關性方面顯示, H C 與N O x 則有明顯之相關性; 保養研 究測試顯示, 車輛保養後之C O 與H C 有下降的趨勢, N O x 相 反, 在老舊車輛劣化研究方面, 除1 輛車之C O 外, 其餘車輛 之污染均無明顯劣化,在車速與污染排放研究方面,C O 與N O x 在車速於4 0 ~ 5 0 k m / h r 前有較穩定且較低之污染排放,超過此區 域後呈現明顯的上升狀態; 在維護更新機車排氣污染總量推估 模式方面, 民國9 6 年機車各污染物排放總量為: C O 2 1 9 , 7 4 7 ( 噸)、H C 1 2 0 , 3 2 6 ( 噸)、N O x 1 2 , 3 0 1 ( 噸)。C O 2 排放量為3 , 4 0 5 千公噸; 在使用中機車召回改正調查測試方面, 1 0 個引擎族之 測試結果都合格。

Implement of the new model motorcycle certification, C.O.P inspection, and the in-used motorcycle recall investigative tests

英文摘要 The project for this year will continue to assist the EPA (Environmental Protection Agency) with the management of motorcycle exhaust pollution, including the certification of new vehicle model, the audition of new vehicle, examination on emission control components, etc.. The project will also continue to assist the EPA to modify the unsuitable regulations relative to the “Issue and Annulment of the Certificate for Qualification for Examination and Inspection of Exhausts of Motorcycles.” if necessary. In addition, the project will implement the recall investigative tests for the in-used motorcycles. Until now, the project had issued 191 certificates, including 700 vehicle models. The project also had completed audits for 96 motorcycles, and all had passed the test. The project also had examined 9 motorcycles for their emission control components, and all had passed the test. The manufacturers had applied for 31 pieces of endurance tests this year. For the emission quality control in production line, we found that some engine families’ CO had higher emissions and variation, but the HC+NOx didn’t. For the green motorcycle ranking, the Techno GT 125 for KYMCO was the best. For the survey of mutual recognition of motorcycle emission certificate, it needs the Taiwan Government to negotiate with other countries. The electronic certification management and data exchange system had been laid out this year and we also had completed the first version application system. For the 6th stage emission regulation, WMTC should be merged into the proceeding regulation. In the deterioration factors study, we found the deterioration factor may be higher for greater than 150cc and lower for less than 50cc, the deterioration factor for injection system is lower than the carburetor system. The project had surveyed the EU and the Japan 2007 model year motorcycle certification data, the analysis showed most of the EU certification data can’t pass our emission regulations respectively, and all the Japan certification data can’t pass our emission regulations. In this project, we studied the correlation between emission and idle speed, the emissions comparison among driving patterns. Test results showed the idle emission may increase with increasing speed, the CO emission in Stage 4 were higher than that in WMTC and Stage 5, the HC and NOx emission in WMTC and Stage 5 showed good correlation. In the maintenance factor study, the CO and HC emissions could reduce by way of maintenance, but the NOx didn’t. We also found the CO and NOx emissions may rise for the vehicle speed over 40 km/h. For the motorcycle exhaust emission estimation, we had estimated our domestic motorcycle exhaust CO, HC, NOx and CO2 emission are 219,747, 120,326, 12,301, and 3,405 tons per year. For the in-use motorcycle investigation tests, all the 10 engine families had passed the tests.
