辦理建立環保產業發展及鏈結專案工作計畫

中文摘要 行政院於91年9月9日核定「環保科技園區推動計畫」後,環保署分次甄選出高雄縣、花蓮縣、桃園縣及台南縣等為環保科技園區之主辦機關,積極推動執行中。在環保署與各主辦機關共同努力下,截至96年12月31日止,累計核准入區廠商達到58家(高雄27家、花蓮11家、桃園9家、台南11家),並有多家已正式開始營運;由廠商入區申請書統計顯示:總核准進駐土地面積40公頃(佔本計畫提供總進駐面積84公頃之48%)、預估投資金額133億元(佔本計畫預估於民國100年之目標金額135億元之98%)、年產值280億元(佔本計畫預估於民國100年之目標金額300億元之93%)、提供就業人數2,021人(佔本計畫預估於民國100年之目標人數2,250人之90%);可達到的環境效益包括:循環利用水量66萬公噸/年、循環再利用資源物133萬公噸/年。本計畫除持續協助進行環保科技園區之招商工作外,後續將加強對入區廠商未來營運面之協助,尤其是廠商廢棄資源料源的取得方面,持續輔導入區廠商有關設置許可、使用許可、行銷及料源取得等各項措施辦理。 推動「既有工業區生態化鏈結」方面,現行所草擬的「既有工業區資源暨能源循環基本方案」係於94年度環保署專案計畫成果(資源循環利用體系基本方案)的既有基礎下進行修正,包括組織架構、執行對象及實施策略等各個項目,同時新增包括「整體性資源運用原則、相關作業與國內法規之配合、關鍵性作業條件的訂立、經濟分析和成本效益評估」等各式內容。加強鏈結基本方案之運作機制,並考量由網絡成員、推動小組、管理中心及政府共同努力來達到產業生態化永續共存之目的。 本計畫協助追蹤之前年度所規劃的高雄臨海工業區內產業之生態化鏈結效益部分,截至現今共計有22家廠商簽署合作協議,加入資源循環利用鏈結體系,執行後總計每年總資源循環利用量(指減少原始物料耗損量)達397.4萬公噸、二氧化碳每年減量(指減少由原始物料製造所產生之二氧化碳量)達432萬公噸、每年因鏈結所達成之經濟效益達57.6億元(已扣除循環利用所衍生之成本,惟未含產品價格)。而於追蹤之前年度所規劃的桃園縣工業區及高雄林園工業區之產業鏈結效益部分,桃園縣工業區之3項鏈結於推動後,預估每年總資源循環利用量(指減少原始物料耗損量)達17.2萬公噸、二氧化碳每年減量(指減少由原始物料製造所產生之二氧化碳量)達9萬公噸、每年因鏈結所達成之經濟效益達34.1億元。至於高雄林園工業區之3項鏈結於推動後,預估每年總資源循環利用量(指減少原始物料耗損量)達176.7萬公噸、二氧化碳每年減量(指減少由原始物料製造所產生之二氧化碳量)達464.4萬公噸、每年因鏈結所達成之經濟效益達12.8億元(已扣除循環利用所衍生之成本,惟未含產品價格)。本(96)年度規劃推動的台中港關連工業區、岡山本洲工業區、及新竹科學園區,則有17項鏈結在推動試行中,預估每年總資源循環利用量(指減少原始物料耗損量)達42.3萬公噸。 於園區未來營運規劃部分,本(96)年度整體性規劃園區未來營運管理之發展架構,包括管轄權移轉、委外經營等可能性,並特別針對園區管理中心行政法人化之構想進行分析,初步建議以「促成各園區籌備處透過行政法人化之方式,轉變為隸屬於環保署之園區管理中心」與「規劃透過資源回收再利用法與廢棄物清理法之二法合一,修訂環保科技園區未來營運、管理、教育訓練等法源」為優選方案,並依據未來園區規劃可能之需求,於總經費數額不變動下,研擬包括修改未來入區廠商之補助條款,改採取固定比例之補助方式進行補助與,擬定報院計畫之修改。

Implementing Eco-industrial Parks for the Development of Environment Protection Industry and Establishing Symbiotic Resource-recycling Networks in Existing Industrial Parks

英文摘要 Owing to the fact that the industries in Taiwan are not connected, technologies for resource recovery and pollution control cannot be shared. As a consequence, it was difficult to incorporate resources into the waste disposal system and the resources were wasted instead. The EPA therefore started planning the establishment of Environmental Science and Technology Parks (ESTPs) in 2001. The proposal was approved by the Executive Yuan on September 9, 2002, and was revised on March 11, 2004. The budget has reached 6.2 billion NT dollars. The EPA has chosen Benzhou ESTP (40 acres) in Kaohsiung County, Fenglin ESTP (22 acres) in Hualien County, Taoyuan ESTP (31 acres) in Taoyuan County and Liouying ESTP (30 acres) in Tainan County. Park planning and constructions have begun since 2003. The management research buildings and labs in Kaohsiung, Hualien, and Taoyuan have been completed, while the management and research buildings in Tainan are under construction, and are expected to be completed on March 2008. In regard to recruitment, by the end of 2007, 58 businesses have completed tenant procedures. The 58 tenants include foreign investment businesses and international technology cooperating businesses. The tenancy of the businesses will contribute greatly to the elevation of environmental protection technologies. It is estimated that 13.3 billion NT dollars will be pooled from the private sector, and that the parks will create revenue of 28.0 billion NT dollars every year, in addition to 2,021 job opportunities. The process of connecting industries in the parks is maturing. For the Kaohsiung Linhai Industrial Park, 22 companies have signed up to form this cooperative network system, with an expected benefit on an annual basis of re-utilization of 3.97 million tonnes of resource materials, reduction of 4.32 million tonnes of CO2, reaching a benefit of 5.76 billion NT dollars. Potential problems facing these potential networks are also discussed and strategies to manage these issues are offered, as a basis and framework for mapping out further plan of action towards realization of targeted eco-industrial network systems. It is expected that the development of green industries will establish a cooperative relationship among material and parts suppliers, manufacturers, assemblers, and customers. The integration and reuse of resources will form a complete green supply chain, assist businesses to lower their cost and benefit the economy, environment and society.
