農業廢棄物(果樹類)多元化再利用調查與源頭減量管理推動計畫

中文摘要 為瞭解國內縣市農業廢棄物(果樹類)產源、種類、數量、清除、處理及再利用現況,本計畫完成40場次農業廢棄物(果樹類)產源端及10場次再利用端之現勘訪查作業,經調查統計民國97年台灣果樹種植約產出394萬餘公噸之廢棄枝葉,其中約有313萬餘公噸由草本類果樹如鳳梨、香蕉等產出,其含水率高且易腐熟,農民皆多放置田間或打入土壤作為養料。另約有81萬公噸廢棄枝葉來自於木本類果樹如印度棗、蓮霧、釋迦等,此部分雖有農政單位輔導現地切碎作為堆肥或敷蓋材,但仍有約10萬餘公噸之廢棄枝葉以露天燃燒方式處理,主要集中於一、三、八、九及十二月等5個月份,及台中縣、台南縣、高雄縣、屏東縣及台東縣等5個縣市。建議農政單位補助這些地區設置切碎機,環保單位加強稽查來減少露天燃燒。另本計畫並完成14種果樹廢棄枝葉之元素分析(proximate and ultimate analysis)及再利用技術蒐集評析,完成國內果樹類農業廢棄物多元化再利用之可行性評估。初步建議農業廢棄物(果樹類)除應優先補助切碎機採行現地再利用外,如有無法現地再利用之剩餘部份再優先就近利用既有設施(如堆肥場、養菇場、碳化廠、垃圾焚化廠、工業鍋爐等)進行堆肥、培養菇類基材、碳化生產生物碳及燃料化再利用。未來如集運體系設置健全、再利用技術成熟及配合國內能源需求、節能減碳、環境與能源政策下,建議中程規劃以設置綜合性木質素生質物能源再利用(如直接燃燒氣電共生),遠程則興建高效率能源再利用設施(如氣化設施、產製第二代生質纖維酒精或烷化柴油等)。至於農業廢棄物(果樹類)源頭減量管理方面,則建議可從果樹栽培技術著手,以新的整枝修剪制度減少廢棄枝葉產生量。其他果樹生長過程需使用的農用資材,則建議推廣農戶以直接減量、採用替代材料、重複使用、或回收資材等方式減少廢棄量,使台灣果樹類廢棄物達成零廢棄之境地。

Investigation on Multipurpose Reuse of Agricultural (Fruit Trees) Waste and Promotion of Waste Source Reduction Management Plan

英文摘要 To study the current status of the sources, types, quantities, transportation, disposal, and recycling of agricultural waste (fruit trees), this project completed 40 on-site investigation activities of agricultural waste sources and 10 on-site investigation activities of agricultural waste recycling. The results showed that in 2008 the planting of fruit trees produced 3,940,000 tons of branches and leaves waste, 3,130,000 tons of which were produced from herbaceous fruit plants such as pineapple, banana, etc. These branches and leaves waste were disposed in the field or buried in the soil as fertilizer due to their high water content and ease to rot and ferment. The rest 810,000 tons of branches and leaves waste were from woody fruit trees such as date palm, bellfruit, sugar-apple, etc. Although agricultural agencies have promoted to chop them up and used them as compost or cover material, about 100,000 tons of waste branches and leaves were still burned in the open air, mainly in Taichung County, Tainan County, Kaohsiung County, Pingtung County, and Taitung County during the months of January, March, August, September, and December. Suggestion was made for the agricultural agencies to subsidize the purchase of chopping machines, while the environmental agencies to enhance auditing activities, in order to mitigate the burning activities of the agricultural wastes in the open air. Furthermore, this project also carried out proximate and ultimate analysis, collection and analysis of agricultural waste reuse technologies, and feasibility studies of multipurpose reuse of agricultural waste (fruit trees). As a preliminary step, the first priority is to get subsidy for chopping machines for on site reuse of the agricultural waste (fruit trees), and those remaining that can not be reused on site may be disposed to nearby existing facilities (such as composting plant, mushroom farm, carbonization plant, incineration plant, industrial boiler, etc.) for use as manure, base materials for mushroom cultivation, carbonized biological carbon, and fuel materials. In the future, if the collection and transportation system for the agricultural wastes is well established and reuse technology has matured, and in line with the domestic energy demand and the environmental and energy policies of energy saving and CO2 reduction, it is suggested that for the mid-term plan, a comprehensive recycling facility (such as cogeneration facility) of bio-energy by lignin should be established. In the long-term plan, a recycling facility of high-efficiency energy recovery (such as gasification facility, production of cellulosic ethanol or bio-diesel) may then be established. As for the management of the source reduction of agricultural waste (fruit trees), it is suggested to start from the technology improvement of fruit trees’ planting in order to reduce the production of waste branches and leaves. Regarding those materials used in fruit tree planting, it is suggested to coordinate the farms to promote reducing the use of materials, adopting substitute materials, and reuse or recycle the materials, in order to reach the goal of zero agricultural waste.
