97年臺中縣營建工程污染管制計畫

中文摘要 本計畫工作期程為民國97年03月24日至民國98年02月28日,計畫經費為新台幣1,292萬9,700元整,工作內容主要包含執行臺中縣營建工地巡查作業、提報有違規污染行為之營建工地並進行輔導改善、與管線及道路工程施工單位建立平台、清查未完成結算申報之工地進行清查、催辦、訪查及追蹤、催辦未繳費之申報案件、執行特殊作為提報及交辦案件、營建空污費收繳作業及建檔、列冊及歸檔、開發3套資訊管理系統……等。專案小組已於計畫期程內完成所有執行作業。 專案小組在巡查作業除依照每月規定進度執行及建檔,在當月新申報案件一級及二級查核率分別為67%及68%,次月查核率則分別為94%及79%,簽名率部份亦高達91%,遠高於本計畫合約規定。總計本計畫期程列管工地之巡查率為62%;其中,一級工地巡查率為71%,符合率為98%,二級工地巡查率為58%,符合率為96%;針對工地污染累計已提報192件次,達成預期目標。在道路認養部分除針對96年度尚未完工之認養工地持續執行,對於專案列管工地更積極推動認養作業,目前已完成50處認養工地,總計自計畫初期迄今累計之洗掃街總長度為32,219公里,有關宣導手冊、摺頁、法規及法規彙編均於計畫初期即印製完成,廣播宣導作業亦完成兩期宣導(分別於7月及11月辦理完成),98年營建工程年曆已於97年12月完成印製並於當月發送完畢。 周界粒狀物及施工機具油品各抽測44處次,測值均符合法規標準,另在資訊系統建置開發作業,其中「臺中縣營建空污費條碼繳費管理系統」已於97年6月10日開發建置完成且施行啟用,污染地圖已於97年10月完成建置,便民網路申報系統已於97年12月完成初步開發,進入民眾試用期,在空污費催辦結算作業平均催結算率為80%,追蹤未完成結算者多為工期展延或已申請停工,在本計畫新申報案件催繳作業之每月催繳後之平均到繳率為100%。 整體而言,專案小組已依規劃完成各項工作進度,並且在環保局97年計畫考核,得到共通性計畫第2名之佳績,顯見本計畫之努力及成效。

Construction sites air pollution patrol and inspection plan in Taichung County, 2008

英文摘要 Summary This project starts from 24th, March, 2008, and ends on 28th, February, 2009 with a total expenditure of NT 12929700 dollars. The main work items includes patrol of construction sites in Taichung county, giving citation of polluted construction sites and command their improvement, building a platform with pipeline and road construction units, forcing construction sites to sign their completion form when the construction is finished, asking new construction sites to pay the air pollution fee, doing the database key-ins and filing the files, developing three information management systems for the project etc. All work items on the contract are completed. The project team patrols the construction sites and input the data into database system based on a monthly schedule, includes first rank and second rank new construction sites patrol rates at 67% and 68% for the current month; those at 94% and 79% for late month, and 91% of the patrol results were signed by the construction sites, far above the contract requirement. A total of 61% patrol rate is performed by this project; among them, 71% patrol rate is performed for first rank construction sites, and 98% of them are compliance with the regulation, 58% patrol rate is performed for second rank construction sites, and 96% of them are compliance with the regulation. 192 sites were found polluted and fined. There are also 50 construction sites take action to sweep and wash the roads or streets around the sites at a daily base, and 32219 Km roads or streets were done for this job. Regulation Guidance pamphlets, folders, regulation brochures were designed and printed at early stage of the project. The broadcast regulation guidance announcements were divided into two phases ( in July and November). The construction sites calendar of Year 2009 were printed and delivered in December, 2008. Ambient particle monitoring and sulfur content test of mobile vehicles were accomplished for 44 times each, and the test results are compliance with the regulation. A barcode data management system for Taichung county construction sites air pollution fee was established and started on 10th, June, 2008. A pollution map for Taichung county construction sites was set up in October, 2008. A user-friendly application system for Taichung county construction sites air pollution fee was developed by December, 2008. This system is provided to the people for use. And 80% of construction sites which were finished their works came back to finish their final stage air pollution fee application form, those who haven’t came back are extending their work period. And all new construction sites who filled the air pollution fee application forms are 100% charged. Finally, the project team achieved each work items as planned, and being ranked as second place from the EPB, Taichung county. It shows that the good performance of this project.
