應回收廢棄物回收處理業受補貼資格審核及程序檢討計畫
| 中文摘要 | 受補貼機構資格申請案之審查分書面與現場二部份，現勘審查採委員制審查，每場次邀請三位委員參與，以確實對受補貼資格之審核嚴格把關。計畫執行迄12/31止計完成了950件書審及53場次現勘之審查，並將各申請案之審查結果彙整。另外完成投資抵減書面審查作業，完成95件次投資抵減申請審查作業，申請金額達187,991,748元。 依循「應回收廢棄物回收處理業管理辦法」、「應回收廢棄物回收清除處理補貼申請審核管理辦法」及「(各類應回收廢棄物)回收貯存清除處理方法及設施標準」之規定，協助資源回收管理基金管理委員會制訂回收機構與處理機構進行受補貼機構資格申請與審核作業；並配合法令修正，研擬修正審核作業之標準作業程序，以及受補貼機構申請相關書表。 於計畫執行過程，本工作團隊亦協助基管會進行說明及宣導作業。藉由北、南及中區三場業者座談會之舉辦，說明相關法規之修訂，使廠商進一步了解未來法規之規劃與政府政策執行方向，並製作受補貼機構申請文件範例提供業者參考。另外協助研擬「應回收廢棄物回收清除處理補貼申請審核管理辦法」的修正草案，供管理委員會做為法令修正之參考。 | ||

Reimbursement approval and procedure review for recycle and treatment business companies
| 英文摘要 | In order to implement resource recycle and to manage the recycle and treatment organizations more effectively, Taiwan EPA has amended the Waste Disposal Act in 2001 and re-announced the management regulation for five additional items to face enhanced management standards for the facilities of the recycle and treatment business companies. Therefore, this project follows the rules set in the “Management Regulation for Recycle Business Companies of Mandated Recycle Items”, “Management Regulation for Reimbursement to Recycle Business Companies”, and “Standards for Waste Storage, Disposal and Treatment Facilities”, to assist the Recycle Fund Management Committee in amending standard procedure and documentation forms for the recycle and treatment business companies regarding their application for reimbursement qualification and approval. The reimbursement qualification approval process is divided into two parts – the documentary review and the site inspection. The site inspection will be carried out by the reviewers committee with at least three reviewing members attending in one review meeting to assure strict review on the qualification for reimbursement. In addition, we also assisted the documentary review and site inspection of the application process. Until 12/31, the project has completed 950 documents review and 53 sites inspection with the summarized results and suggestions for future reference for amendment to the Regulations mentioned above. The project also completed review for 95 applications for off-set of investment that amounts to a total of 187,991,748 NTD. During the project, we also assisted the fund management board in public information program. Three workshops were held to assist business operators to further understand the regulation and government policy. Sample application documentations were provided for their reference. Further more, the project assisted in drafting a revision to the “Management Regulation for Recycle Business Companies of Mandated Recycle Items” for the fund management board to consider. | ||
