資源回收管理基金十年成果展現系列-環境盃全國大專院校資源回收辯論比賽計畫
| 中文摘要 | 為展現資源回收十年成果、回顧台灣地區資源回收工作推動的歷程、賦予資源回收更多創新與活力，特舉辦資源回收管理基金十年成果展現系列－環境盃全國大專院校資源回收辯論比賽。本次活動不但能促進學生與民眾了解資源回收相關知識、重視資源回收對我們生活的重要性，也使得學生與民眾對於資源回收制度有更深一層的了解，進而能對資源回收公共政策提供寶貴意見。活動共計有台灣地區三十二所大專院校的學生報名參與。 整體活動共分為徵求題目、初複決賽、頒獎典禮及紀錄片拍攝和DVD製作。首先，透過廣泛徵求題目及票選，讓本次比賽的辯題具有代表性；其次整體賽程的規畫一方面讓所有參賽隊伍都能充份針對辯題進行討論；另一方面初複決賽不同的辯論題目也讓全體選手對資源回收的議題有更廣泛的了解。最後，藉由紀錄片拍攝以及DVD製作，詳實紀錄本次辯論賽的過程，以及紀錄本次活動的始末，不但可以做為本次活動的成果展現，也可以成為未來辦理相關活動的參考。 一個重大公共政策的形成，通常都需要非常久的時間醞釀，這次環保署辦理大專學生環境盃辯論賽的重要目的就是在平時藉由舉辦大專學生的辯論賽，不但讓參與的選手藉由議題討論而成為潛在的環保種子，另一方面透過活動的宣導，也宣示政府重視環保的決心。此次活動對於台灣社會未來環保的工作以開啟了一個良善的示範，也希冀環保署繼續辦理大專環保辯論賽，為台灣環境保護工作埋下更多的種子。 | ||

The Environment Cup Resources Recycling Debate Competition is part of a series of event to commemorate the 10th anniversary of the establishment of the Resources Recycling Fund
| 英文摘要 | The objectives of the Environment Cup Resources Recycling Debate Competition are to highlight the achievements of resources recycling system in the last ten years, to review the progress of the promotion of resources recycling in Taiwan and to bring in more innovation and energy for the resources recycling policy. The Competition is part of a series of events to showcase the achievements as well as to commemorate the 10th anniversary of the Resources Recycling Fund. In addition, the Debate Competition enhances resources recycling knowledge among students and the general public, promotes the value and importance of resources recycling in our daily life, and increases the understanding of resources recycling system. It is hoped that valuable comments and views can be generated to contribute to the refinement of the resources recycling policy. There were a total of 32 universities participated in the competition. The competition started with the invitation of debate topics, followed by preliminary round competition, quarter finals, semi finals and finals, as well as the awarding ceremony. A DVD documentary was also produced to record the entire event process. The invitation of debate topics phase was organized through a wide-based invitation from professionals working in the area of resources recycling. Final selection of topics was carried out through voting to ensure topics chosen for the competition represent major issues in this area. The design of the competition was to provide the opportunity for all participating teams to enjoy in-depth discussions of the topics. This is facilitated by the design to use different topics for each round of the competition so as to include a wider scope of discussion. Finally the production of a DVD documentary recorded not only the process of the competition but also the highlights of the event. The documentary also provided a reference for the organization of similar activities in the future. The primary purpose of the Environmental Cup Resources Recycling Debate Competition organized by the Environmental Protection Administration is to advance the awareness of the important of resources recycling. This is of particular importance because public policy often requires an extended period of time to formulate and to find common understanding among stakeholders and the general public. Through this debate competition all members of the participating teams would become potential seed for the proliferation of resources recycling policy. The competition also demonstrated the determination of the Government to protect our environment. This competition is a perfect example for the promotion of policy concerning environment protection policies and we hope this competition could continue in the future for a better environment in Taiwan. | ||
