低頻噪音源管制措施及防制方法之建立

中文摘要 本計畫為配合低頻噪音管制之研究計畫,訂有三項計畫目標。一為擬定營建工 程低頻噪音管制標準草案,以期繼公告娛樂營業場所及工廠低頻噪音後,亦將 營建工程低頻噪音納入管制,達全面管制低頻噪音之目標。二為針對即將於97 年1 月1 日起實施之工廠(場)低頻噪音管制標準,實地至提出輔導需求之工 廠,進行現勘、量測噪音並依實際狀況提出輔導建議。三為依前述輔導成果所 發現問題及法規修正之重要內容,於北中南區邀集公會及工廠業者,辦理三場 說明會以宣導工廠低頻噪音管制之相關規定。在94 年及95 年度低頻噪音研究 計畫中,已量測40 筆營建工程低頻噪音,並草擬營建工程低頻噪音管制值草 案。本年度計畫持續針對營建工程進行20 處低頻噪音實地量測研究,以使量測 樣本數更多更具代表性。綜合94、95 及96 年三年來共60 處營建工程噪音監測 結果,關窗2 分鐘低頻噪音(20-200Hz)均能音量,若訂為49 分貝,則約有 27.3%會超出此管制標準值,此結果與前兩年量測結果近似。故本計畫綜合歷來 量測結果擬定出管制標準值草案,提供予環保署進行法制作業,並已於96 年 12 月「噪音管制標準第2 條、第4 條、第6 條之1 修正草案公聽會」聽取各界 意見。在工廠輔導之工作項目方面,共完成20 件工廠現勘及量測,並由本計畫 邀請之專家撰寫改善建議報告,由於提出輔導需求者均屬大型工廠,因此與一 般住宅間皆有段距離,在20 處中,曾有7 處進入工廠外民宅內進行量測,量測 結果小於第三類日間工廠低頻噪音管制標準47 分貝。而藉由現場輔導工作,實 地瞭解了工廠業者對於法規的認知或容易誤解之處後,本計畫綜合法規內容、 低頻噪音防制方法及改善實例,在台北、台中及高雄各辦理了一場說明會,向 地方環保局及相關業者宣導即將於97 年1 月1 日實施的工廠低頻噪音標準相關 規定,促進業者及環保局人員對新修正法規條文的認識,解答業者對法規的疑 惑,並促使業者更加重視噪音問題,而防制方法的介紹更提供業者一旦面臨必 須改善噪音問題時的指引方向。

The Study of Low Frequency Noise Control Criteria and Measures

英文摘要 This study comprised three objectives that is subjected to low frequency noise control. First, one objective was to propose the draft standards of low frequency noise for construction sites, in order to control all the low frequency noise from such as business places, establishment and factories of noise sources which Noise Control Standards stipulated. Second, the low frequency noise standard of factory that will implemented since January 1 , 2008, the other objective of this study was to provide help with field survey of some factories and measure low frequency noise in some spots of concern then offered the guidance report in accordance with the noise state. Third, after the guidance and inspected the problems and important content that regulation revise while being aforesaid, three meetings were held which invited the society and factory industry in northern, middle and southern part of Taiwan. In the study of low frequency noise in 2005 and 2006, the low frequency noise were measured in forty construction sites, and a draft standards of low frequency noise for construction sites was proposed in 2007. This annual plan lasted to carry on the measurement of low frequency noise of twenty construction sites to examine and study to the draft standards limit to be more representative. Sum up the measure results of 2005, 2006 and 2007, amounted to 60 sites, with the door and windows closed and measured indoor, the low frequency noise of equivalent energy sound level of 2 minutes (20-200Hz ), if it is 49 dB(A), nearly 27.3% will go beyond this standard value. This result is similar with the results in the past two years. The draft was present in the public hearing on 14, DEC, 2007 of "Noise Control Standard article 2 , article 4, 1 of article 6 revise draft ". In field survey of twenty factories, the experts invited to provide suggestion in the factories and the measure results revealed that some low frequency noise measured indoor were lower than 47 dB(A), which is the proposed limit in category 3 daytime. In the final stage of this study, the factories were invited to join the three conferences which held in Taipei, Taichung and Kaohsiung. In the meetings, the regulation and method of low frequency noise engineering were illustrated.
