清運機具即時追蹤系統管制推動、營運管理及監控系統功能整合提升計畫
| 中文摘要 | 本計畫的目的在於利用即時追蹤系統以掌握事業廢棄物流向，計畫工作項目可分為5大類：公告法制作業之推動、審驗作業之執行、營運管理基準建立及檢討、監控系統穩定性之維護調整及擴充性之建議、營運監控異常作業之篩選(即勾稽作業)。今年度修訂第六批公告條文，約700車將安裝即時追蹤系統；修改即時追蹤系統規格，增加標準封包格式，以簡化資訊基礎建設管理與維護的複雜度；修改操作維護與審驗流程制度，以便民為導向，縮短作業時間與複雜度。迄今，已列管超過3,300輛，908家清除機構，共8家即時追蹤系統供應商。今年度另一項重點工作為即時勾稽制度的建立，目前累積共11種即時勾稽樣態，系統每日根據勾稽樣態，每日產生疑似異常名單，提供管理單位使用。勾稽人員根據勾稽移交規則，將異常車輛移交給各環保稽查單位。今年度個案勾稽與即時勾稽達359車次，並每日持續進行中。除了由署方移交外，並於各研討會、說明會與工作會議報告中，宣導環保局自行勾稽功能。今年度提供環保單位相關勾稽工具，包括各縣市列管車輛狀態查詢、應裝置而未裝置的勾稽、警戒區的建立工具與進入警戒區車輛的查詢等功能。藉由第一線管理人員的稽查回饋，更精進勾稽樣態，以嚇阻意圖不法之行為。 | ||

Integration of Implementation of Controlling Policies, Operation, Maintenance and Monitoring System on Industrial Waste Clearance and Transport Machinery with Real-time Tracking Systems
| 英文摘要 | This project was designated to monitor industrial waste from source to destination thoroughly with real-time tracking systems or Global Positioning System (GPS) on industrial waste clearance and transport machinery. The project scope was divided into 5 categories: regulations amendment, examination, operation and daily management, abnormal activities monitoring and validation processes. The sixth stage of the regulation enforcement was carried out this year, with additional 700 vehicles required to equip with GPS. Standard protocol was added to GPS specifications for simplifying and unifying infrastructure. Maintenance procedures and examination process were modified to shorten operation time and diminish complexity. At present, there are approximately 3,300 vehicles with 908 transportation companies equipped with GPS which is provided by 8 GPS suppliers. Another primary task was to establish real-time validation and inspection system. There are 11 validation rules for monitoring daily operations. If suspicious vehicles crossed the threshold of validation rules, monitoring system will inform inspectors to conduct inspection. Totally, 359 suspicious vehicles were reported to inspectors in 2008. Industrial Waste Control Center (IWCC) of Environmental Protection Administration (EPA) not only assigned inspections projects to Environmental Protection Bureaus (EPB), but also assisted EPBs on building up management responsibilities. Therefore, the project team promoted and illustrated validation functions for EPBs on seminars and related meetings. To assist EPBs managing and monitoring vehicles, the GPS monitoring system provided several inquiry and reporting functions for EPBs, including “Vehicle Status Inquiry by Authorization Area,” “Vehicles Not Equipped with Real-Time Tracking System Inquiry,” “Alert Area with Google Map Function” and “Alert Area Monitoring Inquiry.” Based on the feedback of the EPB operators, the system was further improved to prevent illegal operations as well. | ||
