生活污水回收再利用示範輔導計畫

中文摘要 台灣之都市生活污水是河川水體污染的主要來源。執行生活污水處理再生利用不僅可增加水資源,更可減少河川水體之污染負荷,是行政院環保署推動本計畫之目的。 本研究針對各縣市所提列之具其執行水處理再生使用潛勢場所評析,選其六處適當之場址(實際規劃八處),進行輔導設置(實際輔導輔助四處),並提出具體可行之建議,就其實際規劃之八場所,大部分未具其完整性之二級污水處理程序,其中三處場所以灰水回收,另二處處理至二級處理等級,另三級已處理至三級處理等級,為提高再生水質,皆建議提升附加程序以符合水質標準,強化消毒、過濾等處理程序,加強加氯效果的有4處,去除SS或濁度有7處,為去除臭味與色度的有1處,依不同之再生用途,以BOD、COD、SS、E. coli、餘氯作為規劃再生水質之依據,建議水質BOD<10mg/L、COD<30mg/L、SS<5mg/L、E. coli<200CFU/100mL(在確保含有結合餘氯0.4mg/L以上)。 依其場所用途區分為綠地澆灌、沖廁、景觀湖泊及其他用水(動物欄舍清洗、一般街道清洗),中水回收率及使用率分別為76.1%、49.2%,分析輔導示範場所之經濟效益時,因各場所之建置項目與原系統基礎條件差異大,僅就輔導示範場所之施作成本與節水金額分析,約3~5年可回收設置成本;環境效益而言,共可減少約558.7kg-BOD/year污染排放量。 本計畫針對95年補助設置之生活污水處理再利用示範場址進行成效評估,對於完工後之水回收再利用系統,進行執行後持續性、環境效益性等各方面評估,若執行上有缺失之處,則提出具體可行之改善建議,以利後續示範場扯之擴大推廣,本計畫執行95年度補助設置場所示範觀摩會四場次,達到擴大宣導之效。 本計畫協助環保署完成「建築物生活雜排水回收再利用建議事項」編撰。含依據目的、適用範圍、水質建議、安全使用規範、設計處理程序規範、使用安全監測事項等,進行規範。依使用用途有1.回收供沖廁、2. 景觀、澆灌、灑水抑制揚塵、清洗,就此二種用途制訂水質項目基準。水質項目就回收特性考量四項指標:環境安全-BOD、衛生安全-大腸桿菌、餘氯與濁度、設施安全-pH、官能考量-外觀與臭味。

Project of exemplification and guidance for domestic wastewater reclamation and reuse

英文摘要 In Taiwan, most pollution of rivers usually comes from municipal wastewater. The treated wastewater reclamation and reuse not only increase water resource but also reduce the loading of river pollution. According to recommendation from local governments, eight places were selected to draw up the water reuse system where there are potential for water reuse and six places have executed. Two of the selected places execute secondary wastewater treatment, three execute advanced level and two of the selected places execute grey water reuse. The additional processes were recommended to comfort the required water quality, including disinfection for microorganism removal, filtration for SS removal and active carbon adsorption for color and odour improvement. The reused water qualities of BOD, SS, COD and E. coli which was treated by the additional treatments conform the related criteria (BOD<10mg/L, SS<10mg/L, COD<30mg/L and E. coli: <200CFU/100mL). The recommended applications of water reuse in these places include landscape irrigation, toilet flushing, landscape and others. The average wastewater reclaimed rate in the places was 76.1% and the reclaimed water usage rate was 49.2%.Average benefit-cost ratio is 2.6 and net present value is positive. It means the enough economic benefit to execute water reuse. The total benefit of reducing water pollutant loading will reach 558.7kgBOD/yr. The places which accepted EPA government subsidies last year were investigated in order to assess effects about water reuse. These items were included economic and environmental economic benefits, drawback assessment and improvement ways. The demonstrative conferences were held to promote water reuse in these places. The “recommended guidelines for domestic wastewater reclamation and reuse” was draw up and bulletined. The document summarizes water reuse guidelines, including the scope of reuse, recommended water qualities for toilet flushing and landscape irrigation, and technical issues in planning water reuse systems, and so on. The recommended water qualities considered BOD for environmental protection, E. coli, residual chlorine and turbidity for sanitation, pH for facilities maintenance, and appearance and odour for sense.
