In a move to improve Chiayi City’s air quality for providing the citizens with a clean living environment, the Chiayi City Environmental Protection Bureau has adhered to the “Air Pollution Prevention Law’s” objectives and spirit to instigate audit control and improvement through adjustment and repair in the aspect of diesel vehicle pollution in order to effectively improve Chiayi City’s air quality, and to achieve the objective of pollutant reduction and environmental protection. The project focuses primarily on diesel vehicles operating in Chiayi City, and notices are given to diesel vehicles, through citizen tip-off and visual inspection of exhaust fume and such, within the jurisdiction to receive inspection at the inspection station; while the fuel screening is conducted via in-station fuel sampling and roadside random screening in order to regulate illegal fuel with a sulfur content exceeding the standards.
1.Diesel vehicle’s odometer inspection: with the project spanning from Jan. 31, 2007 to Dec. 31, 2007, a total of 1,709 diesel vehicles have turned out and completed the inspection, of which 30 vehicles have failed, or a failure ratio of 1.85. The results of the audit that prompted the diesel vehicles to undergo inspection, or to undergo reinspection after adjustment and report, or the scrapping of inoperable old vehicles have effectively reduced the volume of TSP, PM10, NOx, HC and CO by 69.8t, 69.8t, 73.5t, 14.9t and 52.8t respectively.
2.In fuel random inspection, the project has completed a total of 1,304 cases of fuel random inspections, with 182 cases sent for screening, and 182 cases undergone screening, where a total of 14 cases exceed the legally designated criteria, with a failure ratio of 7.7%.
3.The project has completed 524 cases of roadside spot inspection, and 73 vehicles have failed the inspection, with failure ratio at 13.9%. Vehicles failing the test and subsequently undergoing a subsequent resinpection through adjustment and repair have collectively reduced the volume of TSP, PM10 by 2.1t and 2.1t respectively. The number of public tip-off on vehicles with excessive fume has also increased than the previous years, indicating that the residents of the city are increasingly aware and taking part in the control of diesel vehicles.
4.The project has inducted four hours of holiday prearranged screenings in every two weeks in response to car owners’ service needs in this regard, and the station will continue to avail the public with holiday prearranged screening service.
5.In the visual inspection of exhaust rendering, which generates records of diesel vehicle exhaust rendering by visual inspection on 1,618 vehicles. Of screenings made to 1,515 vehicles notified to receive in-station inspection, among a total of 576 vehicles that undergo the station’s inspection, 13 have been found to fail the inspection, 55 have surpassed the reinspection following a failed inspection, with a failure ratio at a 2.1%. The visual inspection for exhaust rendering has screened a total of 1,311 vehicles, which contributes to reducing the volume of TSP and PM10 by 52.1t.
6.In unveiling the Environmental Protection Administration’s inspection and screening data online system, the online database system has been installed and the data upload has begun.
7.One session each of the passenger and freight transport seminar has been staged on April 25, 2007 and Oct. 4, 2007, which focuses on campaigning EPA’s fuel policy, some new measures by the city’s Environmental Protection Bureau on diesel vehicle control audit, and the dual gas/fuel vehicles, drawing a turnout ratio of 84%.
8.Of the number of public tip-off, as measured by EPA’s 2007 public tip-off letter response ratio’s lead time and computation methods, for the period spanning from January 2007 to December 2007, Chiayi City has accepted a total of 137 cases of citizen tip-off, with a letter response ratio of 100%.
