「廢容器回收體制運作探討與評估」專案工作計畫

中文摘要 為達成廢棄物減量及提升資源回收物價值,本計畫藉由蒐集彙整國內外有關資源回收分類廠之案例,針對行政、經濟、社會及環境等方面,評估由地方環保局統籌執行細分類作業之可行性,另規劃相關配套作業,提供環保署參酌。 針對現行公告應回收廢容器材質,由於部分材質其市場資源化價值提高,且回收率已達一定水準,本計畫乃研訂回歸市場自主運作之評估程序,並以現況(現有之數據資料)模擬評估最適退場之廢容器項目;此外,為了降低制度變革之風險,另研提相關退場機制及配套作業。 為精進廢容器責任業者查核作業,本計畫藉由評估容器附件製造/輸入業者納入應回收廢棄物責任業者範圍,透過調查、訪談及召開專家業者座談會方式,推判容器附件納管之可行性。 本計畫另已建置適合國內廢容器回收處理產業之產值推估模式,並以二次資料推估97年度至99年度之產值。 本計畫亦藉由召開專家諮詢座談會,邀請專家學者針對本計畫所討論之議題提供寶貴意見及作法,俾利計畫之執行。

The Evaluation of the Waste Containers Recycling System

英文摘要 In order to achieve the waste reduction and enhance the value of recycling materials, the main purpose of this project was to evaluate the feasibility for the local EPBs(Environmental Protection Bureau) to manage the sorting operation. The case studies of foreign and domestic recycling plants were conducted to analyze the feasibility based on the administrative, economic, social and environmental aspects. The project also proposed the related supporting strategies to the EPA for consideration. For some materials of the regulated recyclable waste containers, the market values keep raising and the collection rates already reach the optimistic levels. Thus, the project also focuses on developing the evaluation process for deregulating those specific materials, and tries to evaluate the appropriate types of waste containers should be deregulated by stimulating the current situation (based on current data and information). Moreover, in order to lower the possible damage caused by the system reforming and regulation changing, the project team proposed the deregulation procedures and related strategies. To advance the auditing process for the container producers and importers, the project also focused on evaluating the feasibility of regulating the producers and importers of container attachments into recycling system. In addition, the project tries to determine the feasibility which the container attachments should be categorized to regulated recyclable waste or not by gathering and analyzing the information from surveying, consulting, and discussions through professional seminars. The project team already developed the suitable prediction model for the production values of the domestic waste container collection and recycling facilities, and finished predicting the production values from 2008 to 2010 based on the secondary data. During the project period, an expert consultation meeting was held. The experts provided lots valuable suggestions to help the project implementation.
