The Project of Automobile and Motorcycle Pollution Surveillance in Taichung County in 2007 was conducted from April 2007 through March 2008. The collected data showed the listed motorcycles which had not been subjected to term-inspection were 36,002 and were notified by official document to call back for inspection. 63,919 motorcycles which are not registered in this County accounted for 31%. The motorcycles which were repeated photographed and brand new within 3 years, and had been yearly inspected were 103,292. The summed motorcycles were thus 167,211 which did not be notified to call back for term inspection. However, total photographed number of motorcycles was 203,213. The available percentage of non-inspected motorcycles photographed at intersections and wholesale Malls was 36.5%. The accumulated number of called-back motorcycles for term-inspection was 25,149, which account for 70.0% of notified number. One workshop was held for automobile inspection factories. The complementary of standard gas for 23 authorized automobile inspection factories has been established. Moreover, the audit work for 46 automobile inspection factories has been done. 24,000 motorcycles were notified to come back for inspection in the townships which were low percentages for called back inspection, and it was found that called back inspection was around 50.5%. The term inspection service for outdoor motorcycle exhausted gas was seven times at far-away areas of this County, 29 times at Colleges, and 32 times at communities. The total inspected motorcycles were 1,375.
The analysis of the data for motorcycle inspection in this County by using the information management system for motorcycle term inspection of Environmental Protection Administration showed that CO is mainly exhausted from 4-stroke engine. Only 7.6% of motorcycles which were not passed the inspection were lower than emission standard of 4.5%. Hydrocarbon (HC) is mainly exhausted from 2-stroke engine. 57.5% of motorcycles which were not passed the inspection were lower than 9,000 ppm. Based on age of motorcycles, CO and HC significantly increased with increasing age. Based on makes of motorcycles, the highest average concentration of CO exhausted was Kawasaki, and then were Yungfong and Vespa with difference of concentration not significant. The lowest average concentrations of CO exhausted were Sanyang and Kuangyang. The lowest concentration of HC exhausted was Haterfo. This may be attributed to its fewer sample number and 4-stroke engine. The highest average concentration of HC was Kawasaki. Higher age and 2-stroke engine resulted in higher concentration of HC. The HC concentration exhausted was higher by Sangyang than by Kuangyang.
On the basis of motorcycles’ registration, the percentage for motorcycle inspection in this County was 80.77% in 2007 and ranked as 6th; on the basis of term-inspection station, that was 75.63% and ranked as 13th; on the basis of average percentage of inspection, that was 78.20% and ranked as 10th but as 5th if evaluated by counties.
