According to the requirement of contract, the achievement of this project as follows:
1. Publish the Manual on Navigation of Tamsui River Remediation, and arrange training course for 63 navigators.
- Publish the Manual on Navigation of Tamsui River Remediation. Five river sections were selected and planned for navigation training courses. The Manuals are designed as a separate section for Tamsui Main Stream, Sindan River, while Chingmei River, Takoham River and Keelung River are aggregated into one text.
- Two stages of training courses were organized, up to 63 navigators were trained. The navigators who attend these training courses are able to guide the navigation tour for two hours per two river section at least.
2. Organizing Two Workshop on Tamsui River Remediation and Volunteer Experience Exchange
- One-Day Workshops on Tamsui River Remediation and Volunteer Experience Exchange were organized twice. Total attendance were 110,more than half are navigators.
First Workshop was held in June 21stin Tamsui. The total attendance were 71, including river patroller, pre-select navigators.
Second Workshop was held in October 1s in Taipei County. The total attendance were 39, including river patroller, citizens and students from Community University.
3. Organizing Forum on Tamsui River Remediation
- The Forum on Tamsui River Remediation was held in November 22nd at National Taiwan University. 17 scholars and experts were invited, total attendance up to 57 ,focusing on issues of Tamsui River Remediation. Government and NGOs, river patrolling volunteers and citizens all joined this forum, providing concrete suggestion for EPA.
The Effectiveness of this project
1. Organizing training courses on navigators of Tamsui River Region；establishing the name list of navigators.
2. Holding the river patrolling education activities and volunteer exchange, encouraging citizens to participate in river patrolling.
3. Organizing Forum on Tamsui River Remediation continuously, prompt the river remediation to reflect the needs of the public.
Suggestion
1. River Navigation integrates the river conservation and eco-tourism, enhance citizens to participate in environmental protection.
2. The normalization of “Navigation of Blue High-Way” needed the integration planning of government.
3. The advertisement of Tamsui River Remediation Policy should be more publicized and educative.
4. The success of public participation require the mutual cooperation and understanding between GO and NGOs.
