I. Checking, maintaining, and updating database
A. From 2008/10/01~2009/09/30, we inspected and completed 302 public and private companies information update, and discovered that maximum incremental reactivity (MIR) materials were used in 65 companies and 71 manufacturing procedures; such materials included Xylene and Toluene, which were also the most extensively used.
B. After the inspection worked on 302 companies, the emission amount of particulate pollutants were 587.85 tons/year, sulfur oxides were 1,299.90 tons/year, nitrogen oxides were 2,004.68 tons/year, and volatile organic compounds (VOCs) were 1,672.34 tons/year.
II. Conducting regulation compliance inspection and control on volatile organic compounds
A. There are 171 gas stations in this county, and 97 of them were carried out the regulation compliance inspection work. All of them conformed to standard set by related regulations.
B. Regarding regulations for other industries (PU synthetic leather industry, petroleum industry, dry cleaning industry, automobile manufacturing industry’s surface coating, and semi-conductor manufacturing industry), total number of 22 companies were inspected. Among them, Fuli Technology were held for carrying out a following up inspection work, because the company’s submission of quarterly report was delayed.
III. Pipe and perimeter inspection for volatile organic compounds and odor discharging causes
A. 30 pipes inspection for non-methane hydrocarbons (NMHC) were carried out; the completion rate was 100%. Main inspecting object focused on manufacturing procedures that using MIR materials. Among various inspection objects, automobile’s coating manufacturing procedure accounted for the most, and the second was PU leather and printing manufacturing procedures.
B. Regarding pipe or perimeter function inspection or air pollution inspecting works, 3 emission pipes were inspected for air pollutants (inspection focused on sulfuric acid drops, PSN and hydrogen chloride) and 23 functional inspections were completed. A total of 30 inspections were carried out and the completion rate was 100%. The inspection results all conformed to the emission standard.
IV. The following-up and re-examination works on odor petitions
A. 20 companies regarding odor petitions were carried out for re-examinations. Based on the pleaded reasons, appropriate improvement suggestions and opinions were given to each public and private place, and all public and private places also made relevant improvements. Among them, 6 companies including You-Kai, Fu-Shou, Gao-Du, Da-Xuan, Shun-Bo-Chang, and Da-Teng up to now still had no petitions. And all other re-examination object’s petition also showed a descending trend.
V. Gas station’s air pollutant discharging inspection and control
A. 105 oil gas recycling equipments of gas stations were inspected (gas oil proportion and vapor recovery system). The average qualification rate for dispensing gun of gas oil proportion was 91% and the vapor recovery system’s qualification rate was 88%. Unqualified companies were asked to make corrections within a specific time period and re-examinations without early notice were carried out. All of re-examination results conformed to standards set by related regulations.
VI. Other related practices
A. 4 guidance seminars were held; such as “odor control regulations and the controlling technology”, “VOCs related regulations and prevention technology” and 2 times of “Gas station’s oil gas recycling regulations and the equipment maintaining guidance”. The attendance rate and number of attendance for the four seminars all conformed to the requirement stated in the contract.
B. 500 souvenirs (teakettle) for propagation purposes were completed.
C. 3 regulation related publications in the newspaper.
1. The Commons Daily, December 30, 2008 – The Environmental Protection Bureau to reinforce stationary pollution source’s odor control.
2. The Commons Daily, February 18, 2009 – The guidance for gas station’s oil gas recycle will be on tomorrow.
3. Changhua Times, September 25, 2009 – The Environmental Protection Bureau is now propagating the “stop when hearing the click” strategy while fueling up at the gas station. Let’s create a pure and fresh environment together.
