97年資源回收管理流程電子化及資訊系統資料庫整合專案工作計畫

中文摘要 本計畫期許以「整合」、「維護」、「加值」、「安全」及「便民」,五大標的來建置資源回收管理資訊系統(RRMS)。系統整合部份,為建立單一入口、各系統間資料共享,並建立各材質稽核認證資料歷史資料查詢平台。 系統維護部分,主要重點為建置廢機動車輛粉碎廠功能與配合環保署『環保稽查罰款系統』整合政策;新建置系統部分,共建置4項子系統,各子系統彼此間資料進行連動性管理、系統檢核機制、建立標準體系與開發共同業務之許可查詢系統,除提高防弊成效、簡化稽核認證作業程序、提升效率外,可透過單一平台與電子化技術,掌握稽核認證標案材質流向的申報資訊;亦建置『各材質費率、回收量、回收率歷年資料之統計分析與趨勢分析功能』,將營運季報量與稽核認證量進行資料交叉分析供管理支援。 為達成系統推廣之目的,共計辦理9場次系統操作說明會。資訊安全管理作業部分,除了例行性作業外,已完成系統移機、資料庫系統由MS-SQL2000協助升級MS-SQL2005、主機汰舊換新與異地備援演練規劃作業。 本計畫希冀以資訊科技造就「瞬間」、「零距離」、「資料連動性管理,資料一次輸入全程使用」、「資源回收申請/申報作業,邁向全e化」的優質服務。

Project of the E-Revolutionized Resources Recycling Management and Integration of its Information Systems and the Databases in Year 2008

英文摘要 Integration, maintenance, value addition, safety, and convenient service are 5 goals of establishing Resource Recycling Management Information System (RRMS). For the aspect of integration, we are aiming at establishing single entry portal, information sharing between the systems, and establish inquiry platform of historical certification data of subsidized agencies. In the system maintenance, the main tasks are integrating “Waste Vehicle Recycling Management System” and “Performance Appraisal and Penalty Report Management Subsystem”. In the establishment of new systems, 4 sub-systems were established. The data in each subsystem are bindingly managed. Systematical auditing was established. Standardized operation and permit inquiry system for mutual administrative tasks were build up as well. Such establishments catch up the fraudulent data and simplify auditing process. Through single entry portal and e-revolutionized technology, the information of certified material flow is readily available to the management staff. Statistical analytical report system has functions of trend analysis by analyzing statistical data of historical payment rate, recycling quantity, and recycling rate. It was developed to compare the seasonal reporting quantity with the auditing quantity. To achieve the goal of system promotion, we conducted nine training sessions for system operation. To protect the confidentiality of the information data, mainframe computer is upgraded and moved into safer place. Information database language is changed from MS-SQL2000 to MS-SQL2005. Obsolete computers are replaced. Personnel for emergency response are standby all the time to handle any unpredictable accidental event. The utilization of information technology makes the resource recycling management becomes “transient”, “zero distance”, “hassle-free and one-time entry”, and “total e-revolutionized”.
