公有廢棄物掩埋場營運轉型技術暨管理監控體檢複查評鑑委託專案工作計畫

中文摘要 本計畫共分四項子計畫,第一項子計畫針對國內公有掩埋場進行體檢及地下水採樣監測,並蒐集現況資料;第二項子計畫針評估電子滲漏監測系統對於既有掩埋場阻絕設施監控之效益;第三項子計畫針對底渣倉儲式資源再利用,評估其可行性並進行相關規劃;第四項子計畫則評估雲林縣、花蓮縣與台東縣垃圾以鐵路運輸之可行性。 第一項子計畫執行成果方面,完成30場次之掩埋場體檢工作(包含專業技師輔導,以及邀請專家學者會同辦理體檢工作計60人次)、35場次之上下游地下水監測井採樣分析工作(均由專業技師會同,共計70口井),以及500場次以上之掩埋場資料更新工作。 第二項子計畫則完成和美與神岡兩場次之電字滲漏系統安裝與監測工作,並提出監測結果(含未測出阻絕設施破損之2D圖,以及顯示阻絕設施破損處之3D圖),以供環保署後續欲進行修復工作之參考。 第三項子計畫對於焚化底渣進行管柱淋洗實驗,依據實驗結果分析評估,若欲以淋洗方式達成焚化底渣再利用第一類型之目標,並不符合經濟效益,建議應以其他方式進行處理。 第四項子計畫則由設備投資成本、環保層面、機關行政層面,以及居民接受度等各層面,實地探勘8處鐵路車站、1處焚化廠,並與地方環保局與鐵路局進行協調會議,以進行分析評估;根據綜合評估結果,以目前國內情形,鐵路運輸僅於環保層面較現行公路運輸具優勢,公路運輸仍不失為一便宜方便之運輸方式。

The entrusted project of public waste landfill site operating transition technology and reexamination of management with monitoring.

英文摘要 This project includes four subprojects. The first subproject is focus in inspecting public landfill sites, groundwater sampling and analysis, and revising the data of public landfill sites. The second subproject is evaluating the benefit of the electrical leaching monitor system for monitoring water proof structures of landfill sites. The third subproject assessed the feasibility and advanced the basic planning of the bottom ash reuse plant. The fourth subproject assessed the practicability of the waste transported by railway in Yunlin County, Hualien County and Taitung County. The first subproject inspected 30 public landfill sites(included the professional engineer guidance, which is 60 professionals were invited to participate in the inspection). And also completed the sampling and analysis of upstream and downstream groundwater wells of 35 landfill sites(total of 70 groundwater wells). More than 500 public landfill sites data were revised and updated in this subproject. The second subproject set up the electrical leaching monitor system in both Homei and Shengang landfill sites, and monitored the leaching water proof structure of both landfill sites. According the result of monitoring, had provided the 2D diagram for leaching water proof structure without any break hole, and the 3D diagram for leaching water proof structure with any break hole. The third subproject experimented with washing the bottom ash. However, according the conclusion of the experiment, there is no economic benefits for washing the bottom ash as the first class reused standard of bottom ash which was notified by EPA. But this subproject still advanced the basic planning of the bottom ash reuse plant. The fourth subproject assessed the practicability of the waste transport by railway by the equipment cost, the environment protection, the administration of government, and the will response of the people. By explored 8 railway stations and 1 refuse incineration plant, canvassed with local environmental bureaus and Taiwan railway administration, waste transported by road is better than transported by railway in present Taiwan.
