事業廢棄物清理管制─管制中心整體管理資訊系統功能提升、整合及決策支援專案工作計畫

中文摘要 本計畫係以「橫向及縱向整合」、「工作流程電子化」及「決策支援」,三大標的來建置事業廢棄物管制資訊網。本計畫工作目標,係延續過去網路申報之成果,已完成多項便民及快速之申報制度規劃,並提昇有關申報系統及管制系統的各項服務功能,透過e化管制掌握事業廢棄物完善的流向追蹤。 為因應龐大的資料需求,除以建置完成的管制系統協助篩選資料之外,亦協助管制中心維護功能強大的OLAP工具解決管制中心繁複、即時、多樣化的需求。藉由定期分析、勾稽作業以得到申報異常機構名單及其趨勢外,為大量提昇勾稽作業之效能,今年度改版多項報表強化自動化勾稽作業,提昇勾稽能量,有效防止不法情事發生,並提供作為政策擬定之參考。 本年度制度面持續配合辦理網路申報制度規劃作業,共推動兩批次擴大列管作業,擴大列管約1萬家事業,除了改版相關系統外,並配合環保署三項政策,空、水、廢、毒基本資料整合已於7月底完成上線;環境稽查處分管制系統單一入口規劃整合政策已於11月底完成所有作業,後續將配合環保署政策上線;配合行政院便捷貿e網(貿易便捷化)所建置之資料交換系統,橫向整合越境輸出(入)相關審查系統,提供輸出入許可文件資料供比對,已於8月底完成資料交換機制作業,持續推動越境輸入、輸出管制電子化措施,另建置巴塞爾公約「轉移通知」、「轉移文件」,提升國際形象。 提供各項統計資料及所需要掌管的廢棄物產出資訊主要內容有:例行提報廢棄物相關統計報表資料、推估95年度全國工業、醫療與營建廢棄物產出總量並依95年網路資料編制廢棄物綠色國民所得帳,作為了解產業產出情形、擴大列管事業或修訂法令的參考依據、廢棄物污染防治之建議及永續發展的評量指標。 本計畫持續推動功能維護及效能提升,重點包括:檢討IWMS全國事業廢棄物管制系統整體245項功能,檢視整合既有的系統、資料庫及功能報表,提升友善操作介面。分兩階段進行,第一階段訪談並配合改版10項功能報表,第二階段則提出功能報表提升與一致性檢討方案;另開發專案勾稽功能,掌握疑似異常名單與異常次數。 e化便民服務與資訊安全部份,為檢討現行自然人憑證驗證機制,檢核使用整體作業期間應有自然人憑證驗證;申報專區新增以自然人憑證作為登入驗證機制外,e管家服務專區與母廠查詢子廠資訊系統,皆限用憑證登入,亦包含「登入IP」、「使用時間」等多重限制,除藉由業者自行檢視即時補正資料及熟悉正確申報程序,使環保署各項政策,達到最佳搭配的雙重效益,為全e申報與資訊安全更添效益。

Industrial Waste Disposal Control ─ The Project of Upgrading, Integrating, and Policy Revision Support for Overall Management of Industrial Waste Control Center Information System

英文摘要 This project was established based on three objectives: integrated all the communication channels between departments within the Taiwan Environmental Protection Administration and other central competent authority and make them become more efficient, establish e-revolutionized work process, and policy support. This project already completed many objectives like convenient and quick reporting mechanism planning; upgrading various services of the reporting system and management system; through e-mobilization to control the industrial waste flow tracking. Because Industrial Waste Control Center requires tremendous data for inspection and auditing, other than acquiring data from the existing reporting system, On-Line Analytical Processing (OLAP) is introduced to assist administrators to obtain prompt, versatile, yet complicated data to make analysis. Through regular analysis and auditing, abnormal reporting businesses name list and reporting data trend is obtained. In this year, we revised many auditing reports to make the Taiwan EPA effectively prevent the illegal activity and offer suggestion to the policy makers for policy revision. In this year, we continued our works of online reporting mechanism planning for Industrial Waste Control Center and promoted two stages of expanding scope of enlisting target businesses. There were around 10,000 businesses added into enlisting targets. Other than revising the systematic version, we integrated air, water, waste, and toxic substances baseline information altogether in the end of July; we completed integration of “one-stop shopping” for environmental inspection and citation control system in the end of November; we established data exchange system between custom office commercial reporting system and Industrial Waste Report System (IWRS) in the end of August; the data exchange means issuing export/import permit data to custom office when inspecting cargo export/import. Waste transboundary movement notification and movement document required by Basel Convention were established within the reporting system to promote better image for Taiwan on environmental management. We offer various statistic data and waste generation data like regular waste analysis report, industrial, medical, and construction/demolition waste generation nationwide in year 2006, national green consumption report based on online reporting data in year 2006. These reports served as the source of understanding business production, expanding enlisting businesses scope, or regulation revision, waste pollution prevention recommendation, and sustainable development evaluation index. For system maintenance and function upgrading, we completed the following major tasks: we carefully checked 245 functions in the Industrial Waste Management System (IWMS) by took deep look in the existing system, database, and statistic reports, and improved the web page operation to make it more user-friendly. In the first stage, we visited the government staff and revised 10 types of reports generated by the system. In the second stage, we proposed to upgrade the functions of the reports generated and to make them more suitable for the actual demand. We also developed functions specific for auditing in both abnormal reporting business list and the number of abnormal reporting conducted. Information security and convenient service through e-revolution is achieved by verifying user identity through citizen identification when users are trying to log-in to the Industrial Waste Report System (IWRS), Industrial Waste Management System (IWMS), E-housekeeping Service, and assist businesses to check their subordinate factory sites’ reporting information. “Log-in IP address” and “data access time” are also checked to ensure information security. Such protective action will offer a safety alert to the businesses. These businesses will have chance to become familiar to the reporting process so they can submit correct data. Various environmental policies are effectively executed by this powerful online reporting mechanism.
