固定污染源有害性揮發性有機物排放調查及健康風險評估計畫

中文摘要 本計畫目標為建立 13 種個別物種空污費徵收制度、研擬空氣污染防制技術及減量措施與建立風險評估及經濟影響分析機制。本計畫掌握 13 種個別物種排放量為 5,800 公噸/年,預估每年加徵 4,300 萬元空污費;增訂 109 個行業製程排放係數;收費辦法草案納入個別物種徵收規範、建立申報表單、政策說帖,完成 15 場次公私場所減量輔導作業,供政策說帖輔助文件。另執行 15 場排放調查與模擬結果,顯示工廠周界有害揮發性有機物常有高濃度值,主要敏感點濃度則相當低;經蒙地卡羅健康風險評估模擬顯示其致癌性及非致癌性 95%上限風險值均未超過可接受風險 10-5~10-6,顯示苯毋需進行減量。加徵制度對整體產業價格影響約 0.005912%,對整體經濟影響比例約0.104%。針對塗料管制將分三階段訂定 VOCs 含量限值;半導體管制採單一管道排放標準,並將砷納入管制,另於排放量計算回歸質量平衡精神申報,以掌握整廠 VOCs 排放量及流布。 未來執行建議:(1)在有害空氣污染物徵收費率基礎上,考量「排放源所在地區人口密度」,以達維護健康之目標;(2)跨部會建立物料流向資訊,進行活動強度查核,將列管物料建立管制鏈申報網;(3)優先公告列管物種,於未來研擬管制標準時,可優先掌握相關資訊;(4)應詳加評估區域性共同排放對居民之健康風險。

Health Risk Assessment and Survey of Hazardous Volatile Organic Compounds Emitted from Stationary Pollution Sources.

英文摘要 This project has achieved three goals, established the air pollutants emission fee rate of 13 VOCs pollutants, found out VOCs feasible control technologies and control strategy, and built up analytical mechanism for HAPs healthy risk assessment and economic impact if additional levy. Air pollutants emission levy:It regulated 13 pollutants and estimated the total emission is about 5,800 tons per year and can collect 43,000 thousands dollars per year. It revised emission coefficients of 109 industries. In added individual pollutant emission levy guideline in the VOCs emission levy system and revised the report forms. It also finished 15 factories’ counseling. It can be the reference for future policies implementation. Healthy risk assessment:It had done 15 factories samplings and modeling. The study showed that it’s high concentration in areas around the factories and low at the main spots. The results also showed that the acceptable risk of 95% area is under 10-5~10-6. Talking about the benzene, it’s not necessary to do the abatement but continue watching is needed. Economic impacts:The influence of the whole industry is 0.005912%. and for the whole economics is 0.104%. Regulation implementation:The paint industry control was divided into 3 aspects to stipulate VOC content standards. For the semiconductor air pollutant emission, used the single stack emission standard and took arsenic into consideration at the same time. The meetings:In the first meeting, the air pollutants emission calculation for the semiconductor industry went back to mass balance; for the second meeting, it improved the correction of risk and economic analyses. For the technology transfer meeting, it improved the VOCs approval and review skill level of local authority. Based on achievements in this year, addressed the following works:(1) Took the population density into consideration of HAPs emission levy;(2) About the review of emission factor, it should establish the flow chart to control related information and networks; (3) Announced controlled HAPs for EPA as information to establish control measure; (4) The EPA should focus on evalution of area risk assessment.
