According to the contract, the execution period of this project was from
April 14, 2008 to February 28, 2009. There are 7 major items in this
project, including TAF authentication maintenance, the diesel vehicle
smoke inspection, inspection notifying of the diesel vehicle, the diesel
vehicles inspection on the roadside, the oil ingredients spot check and
management, to deal with the cases of impeachment from populace, the
inspection data set up, to hold a conference of guidance and a conference
of educational training about diesel vehicle drivers, testing on Quality
Assurance & Control, the inspection equipment maintenance, and the
statistical analysis of vehicle inspection results, etc.
(1). Diesel vehicle smoke inspection on the dynamometer with
loading
Target number of the diesel vehicle dynamometer test under
full load inspection is 4,000 cases. The diesel vehicles
inspected were 4,299 cases. The rate of achievement was
100.00% till February 28, 2009.
(2). Diesel vehicle inspection on the roadside
Target numbers of diesel vehicle inspection on the roadside
are 1,000 cases. 879 cases were examined by the opacimeter
on the roadside, and 577 cases were examined in the
inspection station. The summation of inspection was 1,456
cases till February 28, 2009; the rate of achievement was
100.0%.
(3). Visual judgment on diesel vehicle smoke emission
Target numbers of visual judgment on diesel vehicle smoke
emission are 4,600 cases. 4,694 cases were completed; the
rate of achievement was 100.00% till February 28, 2009.
(4). Sulfur content control in oil
The annual target of this program has to carry out 300 cases
of spot check. Till February 28, 2009, 321 cases have been
finished, in which the ingredient inspection of oil in general
use were 214 cases; the oil control in vans and heavy-duty
trucks were 107 cases. The rate of achievement was 100.0%.
(5). Illegal oil station investigation and prohibition
The coastline of Taichung County is very long. Many
vehicles transport cargos through the harbor. Because the
price of oil rose higher, thus large vehicles used illegal oil
more popularly than before. In order to ban the illegal oil,
this project performed the investigation with the
Construction Bureau of Taichung County and Coast Guard
Administration non-periodically.
(6). A conference about “Diesel Vehicle Pollution and Prevention”
We held a conference on “diesel vehicle pollution and
prevention” on August 20, 2008. The dealers of diesel
vehicle in Taichung County were invited. There were 31
dealers present, and the participants were 34. In the
conference, the correlative matters of “Self-Management”
and encouraging the dealers to manage their vehicles were
discussed.
In addition, another conference of educational training on
diesel vehicle drivers was held on November 25, 2008. The
drivers of the diesel vehicle company that joined
“Self-Management” in Taichung County were invited. There
were 32 dealers in attendance, and the participants were 35.
In the conference, the concept of environmental protection
driving was instructed.
Moreover, we held a meeting about technology transfer on
December 29, 2008. The EPB’s colleagues were invited, and
the participants were counted 25. The curriculum introduced
and discussed about auto-warning system of high pollution
vehicles and information integration system of the
Inspection Station.
(7). Setting up internet query system about the pictures of visual
judgment.
The website homepage including S.O.P and the pictures of
visual judgment has been setup and updated. In the
homepage, the pictures could be inquired according to the
car number and violated time.
(8). Inspection equipment maintenance & calibration
The inspection equipment including the opacimeter, the
weights, the thermometer, the manometer and the
tachometer were sent to be calibrated in the end of May,
2008.
9). A planting project to beautify the Inspection Station
This project was planed in June 2008, and planting was from
July 7,2008 to July 16,2008.The green area is bigger and the
Inspection Station is more beautiful than before by this
project.
(10). Information Platform Integration Project of the Inspection
Station
This project began planning in April 2008, started
programming in May 2008, and completed system structure
in August 2008(as figure 4.34). After the EPB approved the
project, we began setting hardware, running program on
November 20, 2008. And online used it in the end of the
November 2008.
(11). Improvement project of smoke emission releases in Diesel
Vehicles Smoke Inspection Station
This project began planning in July 2008. After the EPB
approved the project, the first stage started carrying out in
November 2008. This project renovated emission filtration
system of the Line 1 and Line 2, and changed electricity
supply system. The emission filtration system has completed
in January 2009, and the electricity supply system will
finish before the end of the project.
