應回收廢容器回收分類及處理技術開發專案工作計畫

中文摘要 本計畫針對應回收廢容器於回收處理過程所面臨之回收分類及處理技術瓶頸,藉由蒐集彙整美國、德國、日本、奧地利與法國等國外先進廢容器回收分類技術,例如近紅外線、x-射線及光學分類技術等,估評導入國內回收業之成本效益與執行可行性,以提升國內廢塑膠容器及廢玻璃容器回收分類作業之效能與效率。另蒐集不易處理塑膠容器處理技術,包括利用有機溶劑分選、磨粉再利用及裂解製取燃料油等,以評估不易處理廢塑膠容器再利用方案。透過資料彙整蒐集及實廠模擬,以評估鋁箔包與塑膠容器處理後衍生廢棄物最適再利用技術及處理流程。並輔導受補貼機構提升廢PVC塑膠容器碎片品質及探討再生料通路問題。此外,並規劃建立我國與國際間廢容器回收分類及處理技術資訊交流及更新機制,以作為日後政策或相關配套措施研擬之參考依據。

The Development of Regulated Recyclable Waste Container Sorting and Treating Technologies

英文摘要 To resolve the problems of sorting and treating regulated recyclable waste containers, this plan has collected sorting technologies, such as near infra-red, x-ray and optical sorting technology, from America, German, Japan, Austria and France. The cost effects and enforce feasibility of introducing the automatic sorting technologies into Taiwan has estimated, in order to raise the efficiency of sorting waste plastic and glass containers. In addition, this plan has collected treating technologies of intractable plastic containers, including using organic solvents to separate, grinding and reusing, and cracking for fuel oil, etc., to use as assessing reuse methods of intractable plastic containers. The optimal reusing technology and treating process of Tetra Pak and plastic container treating derived waste were evaluated through information collection and real factory modeling. Moreover, the subsidized organizations were guided to improve the quality of waste PVC purity and the channels for selling the recycle materials were also discussed. Furthermore, this project planned to create a platform for communicating the recycling technologies for waste containers between Taiwan and internationals. This could be conference materials of related policy making.
