超可攜式電腦(UMPC)即時動態追蹤稽查輔助計畫

中文摘要 本計畫於96、97年度導入行動設備於事業廢棄物流向稽查流程與作業,冀望利用最新技術—行動設備的行動性、高度擴充性與運算能力高...等特性,協助稽查人員即時追蹤清運機具。計畫提供22台行動裝置(Ultra Mobile Personal Computer, UMPC),於Windows平台上運作,內建GPS,並增加3.5G行動網卡,讓行動裝置隨時隨地存取事業廢棄物相關系統,取得稽查所需資訊。本計畫以稽查人員動態跟監與靜態定點埋伏等稽查需求,開發行動裝置端追車功能與網站系統功能。行動裝置端追車功能利用GPS定位稽查人員座標、3.5G網卡連線GPS即時追蹤系統取得目標車輛座標、GIS與路徑規劃工具協助稽查車輛以最佳路徑跟監可疑車輛,網站系統提供稽查案件、車輛、事業與申報聯單等基本資料查詢以協助稽查人員瞭解稽查對象。執行現場稽查時,則可以利用連接於行動裝置的網路攝影機,拍照或攝影現場稽查情形,並上傳照片或影片檔案,回報稽查情形。今年度舉辦12場次教育訓練,說明行動裝置軟硬體功能,並舉辦競賽,以獎勵方式促進稽查人員使用,以培養種子人員,做為未來推廣擴大應用的基礎。今年度達成行動化、即時化之稽查系統,將外勤稽查清運機具之交辦作業,公文交辦需時3日,現以行動裝置即時交辦,速率提升至3分鐘;強化可疑車輛追蹤,建置以車追車之稽查輔助系統,將傳統透過電話輔助追蹤,提升自手持自動化以車追車,鎖定清運機具自過去需時十數小時提升至僅需5分鐘;提升行動系統之操作便利性與可靠性,系統使用率較過去一代行動裝置提升43倍。

Real-time and Dynamic Tracking and Inspection System with Ultra Mobile Personal Computer

英文摘要 The project goal in 2007 and 2008 was to introduce leading-edge mobile devices to industrial waste inspection processes and to assist inspectors tracing vehicles by mobile devices. Mobile devices, Ultra Mobile Personal Computer (U.M.P.C), featured mobility, extensibility and fast computing speed. In 2007, 22 U.M.P.Cs were handed out to 6 major inspection agencies. The U.M.P.Cs equipped with built-in GPS chipset and 3.5G network interface cards which allowed users accessing industrial waste systems and retrieving information anywhere at anytime. Based on inspection requirement for tracking vehicles and patrolling at a certain area, the project team developed a tracking system on mobile devices which achieved dynamically tracking vehicles with built-in GPS to locate real-time position, the 3.5G network interface cards to retrieve positions of target vehicles every minute and the GIS platform to navigate to target vehicles with best route. Besides application on U.M.P.C., the Mobile Inspection website provided functions for looking up inspection projects, vehicles and companies profile and manifests. While conducting inspection on site, inspectors could take pictures and videos about inspection targets with web cam, and report then to the system. This year, the project held 12 training courses on the hardware and software systems, and a contest to encourage inspectors to get used to conducting inspection with mobile devices. Objective of the activities was to train more pilot users to become proficient trainers and to be able to assist other inspectors in mobile inspection era. This year, the project team developed mobile and real-time inspection system. In the past, the lead-time of paper-based process was 3 days, and the lead-time of mobile inspection process was 3 minutes. The dynamic routing and tracking function strengthen the ability of suspicious vehicle tracking. In the past, inspectors spent hours retrieving vehicles’ location based on cell phone and, and after equipped with U.M.P.C , inspectors retrieved vehicles’ locations in 5 minutes. Comparing to the first generation of mobile inspection system, the second generation system was more friendly and reliable, and the usage of second generation system was 43 times greater than the first generation system.
