金屬基本工業事業廢棄物有害物質戴奧辛含量與流向專案工作計畫

中文摘要 為瞭解金屬基本工業廢棄物中戴奧辛及重金屬狀況,本計畫針對鋼鐵冶煉業及非鐵金屬冶煉業(銅、鋁、鋅、鉛二次冶煉業)等範疇業別,完成324家廠商之89-96年事業廢棄物流向調查,並進行60件次廢棄物檢測,檢測戴奧辛及重金屬毒性溶出特性(TCLP),並與有害事業廢棄物認定標準(如戴奧辛法規值為1.0ng I-TEQ/g)進行比較。其中銅二次冶煉業集塵灰戴奧辛超標達6成以上(受測34件次,超標21件次,超標濃度3.15-137 ng I-TEQ/g),屬廢棄物戴奧辛超標潛勢較高之業別,建議此業別集塵灰應加強管制。本計畫並依檢測結果探討各業別事廢戴奧辛指紋特性及推估金屬基本工業戴奧辛釋放總量。另由彙整鋼鐵冶煉業及非鐵金屬冶煉業之廢棄物來源、種類與成分、製程及污染防治設備等,探討廢棄物有害物質戴奧辛及重金屬之成因,提供源頭減量與製程改善之建議。對屬戴奧辛之有害事業廢棄物(超標)之管制措施建議,應先合法熱處理及再利用,如未能符合時,建議採廠內再利用、廠內妥善暫存及代為貯存等作法,中長期建議規劃設置相關處理技術及容量,以逐步去化,提升管制成效。

Quantity Contained and Distribution of Dioxin of Hazardous Industrial Wastes Produced from Basic Metal Industry

英文摘要 To understand the status of dioxins and heavy metals produced from industrial wastes of basic metal industries, this project conducted a survey and investigation of 324 factories from steel smelters and non-ferrous smelters (including secondary copper, aluminum, zinc, and lead smelters) about their industrial wastes flows from 2000 to 2007. Sixty waste samples were tested for contents of dioxin and heavy metal in the solution of TCLP (Toxicity Characteristic Leaching Procedure) and were compared with the Standards for Defining Hazardous Industrial Waste (the Standard of dioxin emission: 1.0 ng/I-TEQ/g). It was found that among the samples of collected dusts from secondary copper smelters, more than 60% exceeded the standard (21 out of 34 samples were exceeding the standard, ranging from 3.15 to 137 ng/I-TEQ/g). Therefore, the secondary copper smelters were classified as a business with high potential of exceeding dioxins standard, and their collected dusts were suggested with more strengthened control. According to the inspection result, the project also investigated the characteristics of dioxin fingerprint in different businesses so as to estimate the total quantity of dioxins released from the basic metal industry. In addition, by compiling and studying the sources, types, components, manufacturing process and pollution-control facilities of the wastes from steel smelters and non-ferrous smelters, this project also investigated the forming causes of dioxins and heavy metals from wastes and provided suggestions on source reduction and manufacturing process improvements. For the measures to control dioxin-containing industrial waste, it was suggested to first legalize the method of thermal treatment and waste reuse. If these are not applicable, then in-plant waste reuse, proper in-plant temporary storage, and storage outsourcing were suggested. For mid-long term solution, it was suggested to plan and build a treatment facility with relevant technology and capacity, in order to eventually solve the problem of dioxin-containing industrial wastes disposal and enhance the control effectiveness.
