監測井管理及高污染潛勢地區地下水質調查計畫

中文摘要 本計畫主要目標為檢討區域性及場置性監測井水質趨勢,提供監測計畫調整建議,並完成10處廢污水排放土壤處理場地下水質調查,提出監測及改善建議,以及蒐集全國地下水監測井相關監測資料,提出整合運用各單位現有井網地下水質監測資訊之具體配套作法。主要工作成果包括: (一)廢(污)水排放土壤處理場地下水質調查 1.完成全國17處廢(污)水排放土壤處理場Phase I評估(包含基本資料蒐集、現勘及訪談)工作。 2.完成10處廢(污)水排放土壤處理場Phase II土壤及簡易井地下水採樣檢測工作,總計土壤及地下水樣品數各達60個。 3.篩選3處(嘉義縣蒜頭第二、第三畜殖場、屏東縣六塊厝畜殖場及嘉義縣岸內畜殖場)具高污染潛勢場址,辦理Phase III土壤、標準井地下水及放流水採樣檢測工作,總計設置9口標準監測井,各採集9個土壤、地下水及放流水樣品。 4.綜合各階段調查結果,並未發現有任何土壤及地下水樣品超過管制標準。土壤僅1個樣品重金屬鎘濃度超過食用農作物監測基準,地下水則有氨氮、總溶解固體、總硬度、硝酸鹽氮、氯鹽、總有機碳等超過監測基準,其中以氨氮最為普遍,濃度亦較高(最高濃度為蒜頭第二、第三畜殖場237mg/L;達監測基準948倍)。 5.分析3處高污染潛勢場址之污染成因,不排除污水處理設施偶有操作不正常情形造成水質濃度偏高。進一步分析,岸內畜殖場地下水質受土壤處理行為影響明顯;六塊厝畜殖場附近區域之背景雖然較高,惟場址內仍受土壤處理及種植作物影響而有較高濃度;造成嘉義縣蒜頭第二、第三畜殖場污染之因素,除土壤處理行為外,因抽水造成之疑似海水入侵或感潮段因素導致北港溪流域污染累積及變化亦為可能污染成因。 6.監測建議:要求3處(嘉義縣蒜頭第二、第三畜殖場、屏東縣六塊厝畜殖場及嘉義縣岸內畜殖場)事業,將本計畫所設標準監測井納入定期監測範圍並申報。 7.管理建議:前處理後之廢(污)水宜平均分區排放,此外,放流口與配送溝渠應設有鋪面,降低直接且持續入滲土壤機率。另為掌握污水設施效能,必要時應提高放流水檢測頻率。 (二)監測井管理工作 1.完成全國431口區域性及1,357口場置性監測井基本資料統計工作。 2.利用Mann-Kendall統計方式完成383口具3年以上長期監測紀錄區域性監測井之15項監測項目之地下水質趨勢分析工作。共計30口水質監測結果從未有測項超過法規標準,279口雖曾有測項超過監測基準紀錄,但水質趨勢穩定;另有74口水質具有「曾有任何1項水質測項超過監測基準且呈現上升趨勢」情形,應列入觀察評估重點。 3.依「監測井所在區位污染潛勢」及「監測目的」兩項考量原則,提出監測計畫(包含監測井分類及對應之監測項目、頻率)規劃及調整建議。 4.配合環保署需求完成研擬「監測井統一編碼原則」、「調查、查(驗)證所設監測井之後續處理處置原則」等工作。 (三)各單位監測資訊整合 1.完成蒐集經濟部水利署、科學園區等相關單位所建置地下水監測站網之監測資料,結果發現水利署深層觀測井亦顯示有氨氮、鐵、錳濃度普遍超過地下水污染監測基準情形。 2.依現況蒐集資料分析歷年監測結果,發現大社、仁武、林園、觀音、桃園幼獅及大園等6處工業區地下水質曾超過管制標準(部分污染事實明確之區內事業環保局已公告列管)。此外,水利署深層觀測井亦曾發現砷、硝酸鹽氮、鉛、鎘及鉻等5測項之測值曾達管制標準。另針對竹科三氯乙烯污染及南科亦曾發現砷測值有超過管制標準情形,建議環保署持續監控。 3.依97年11月12日邀集水利署、工業局、科學園區管理局、加工出口區等各單位協商結果,研訂完成「地下水監測資訊整合作業要點(草案)」。 4.配合土污法修正方向,研擬完成「各目的事業主管機關檢具土壤及地下水品質狀況資料提送直轄市、縣(市)主管機關備查作業要點(草案)」,規定提送備查資料格式、檢測時機、項目等。 (四)地下水監測井管理相關行政配合工作 1.完成研訂「地下水水質監測井廢井作業規範(草案)」。 2.完成地下水污染管制標準研修建議,新增乙苯、二甲苯、柴油類總石油碳氫化合物、二氯甲烷、1,1,2-三氯乙烷及氰化物等6項污染物,並協助環保署於97年10月28日辦理完成公聽會。 3.協助環保署於97年9月23日邀集環保機關辦理完成1場次「地下水污染管制標準修正草案及地下水監測井管理業務研商會議」。 4.協助環保署於97年11月12日邀集水利署、工業局、科學園區管理局、加工出口區、農業、環保科技園區等單位辦理完成1場次「地下水監測資訊整合研商會議」。 (五)結論與建議 1.本計畫調查10處場址皆為台糖公司所屬畜殖場,調查結果顯示除屏東縣東海豐畜殖場土壤及地下水測項之檢測結果均低於監測基準外,其餘9處畜殖場皆有土壤或地下水測項超過監測基準情形。 2.經調查及分析污染成因,岸內畜殖場地下水質受土壤處理行為影響明顯;六塊厝畜殖場附近區域之背景雖然較高,惟場址內仍受土壤處理行為影響而有較高濃度;造成嘉義縣蒜頭第二、第三畜殖場污染之因素,除土壤處理外,因抽水造成疑似海水入侵或感潮段因素導致北港溪流域污染累積及變化亦為可能污染成因。 3.分析383口具3年~5年長期監測紀錄區域性監測井之15項監測項目之地下水質變化趨勢,共計30口水質監測結果從未超過法規標準,74口水質具有「曾有任何1項水質測項超過監測基準且呈現上升趨勢」情形,279口水質變化趨勢穩定。 4.本計畫協助環保署修訂完成「地下水監測資訊整合作業要點」。 5.新增乙苯、二甲苯、柴油類總石油碳氫化合物、二氯甲烷、1,1,2-三氯乙烷及氰化物等6項污染物納入地下水污染管制標準項目及訂定標準值,並依環保署97年10月28日辦理公聽會結論提出修正草案總說明。 6.建議土壤處理宜分區段排放經前處理之廢(污)水,不宜集中排放,以降低廢污水入滲土壤之衝擊。另放流口及排放配送溝渠應設有鋪面,降低直接且持續入滲土壤機率。此外,應配合土壤處理場既設土壤及地下水監測站網位置規劃排放區段並提出土排施灌計畫,俾透過監測結果檢討土排實施方式。 7.建議持續蒐集各單位監測資訊進入環保署「土壤及地下水污染場址資訊系統」,俾掌握各單位地下水監測異常訊息,提供決策評估參考。

The monitoring well management and the groundwater investigation of potential polluted area project

英文摘要 This project was to assist the EPA in conducting relevant work (including data compilation of water quality, trend analysis, planning and adjustment suggestion of monitoring plan, data integration of existing groundwater quality monitoring wells managed by various entities, and to study on amendments of the related laws and regulations) of management of monitoring wells, conduct investigation of groundwater quality at 10 waste water soil-treatment plants, and to provide suggestions on follow-up monitoring and management. The project period starts from Jan. 29, 2008 to Dec. 31, 2008. The descriptions of the activities conduct in this project are in the following: 1.Investigation of groundwater quality at 10 waste water soil-treatment plants (1)Assessment (including collection of basic data, on-site investigation, and interview) of 17 waste water soil-treatment plants at Phase I. (2)Sampling and test of soil and groundwater of simple wells at 10 waste water soil-treatment plants with totaling 60 samples for soil and groundwater each at Phase II. (3)Sampling and test of soil and groundwater and effluent of standard wells at 3 sites with high pollution potential (Suantou No.2 and 3 farms in Chia-I County, Lioukuaicuo farm in Pingtung County, and Annei farm in Chia-I County). 9 standard monitoring wells were set up and collected 9 samples for soil, groundwater, and effluent each. (4)No sample of soil and groundwater had exceeded the control standards. Only the concentration of cadmium in 1 soil sample exceeded the monitoring standard. Ammonia, nitrogen, total dissolved solids, total hardness, nitrate nitrogen, chloride, and total organic carbon in the groundwater exceeded the monitoring standard. Among them, ammonia and nitrogen are most common and have higher concentration (the Suantou No.2 and 3 farms have maximal concentration of 237mg/L which is 948 times of monitoring standard). (5)After analyzing the 3 sites with high pollution potential, it was found that in addition to pig dung, another reason that causes the pollution in the Suantou No.2 and 3 farms may be the pollution accumulation at the Beigang River caused by seawater intrusion. (6)Suggestion on monitoring: the regular monitoring scope for the 3 above-mentioned sites with high pollution potential should include the standard monitoring wells planned in this project and the 3 sites have to declare the monitoring report (7)Suggestion on management: the pre-treated sewage should be drained equally by sections. The discharge point and ditches should have pavement to decrease the percolation rate. Besides, in order to control the efficiency of sewage facilities, the test frequency of discharge should be raised, if necessary. 2.Management of Monitoring Well (1)Basic data compilation of 431 monitoring wells installed in regions and 1,357 monitoring wells installed in factories nationwide (2)Conducting trend analysis of groundwater quality listed in 15 monitoring items of 383 regional monitoring wells with monitoring records over 3 years by using Mann Kendall test. It was found that the groundwater quality of 30 regional monitoring wells have never exceeded the control standards; the groundwater quality of 279 regional monitoring wells once had exceeded monitoring standards, but the trend analyses are stable; the groundwater quality of 74 regional monitoring wells have exceeded monitoring standards and with a ascend trend, and should be included into main observation part. (3)Based on the pollution potential of regional monitoring wells and purpose of monitoring, this project planned and provided improvement suggestions for monitoring plan (including monitoring type, monitoring items and frequency) (4)Study and preparation of unified coding principle for monitoring wells, follow-up treatment principle for investigation and verification of monitoring wells, etc., as requested by the EPA. 3.Data Integration of Existing Groundwater Quality Monitoring Wells Managed by Various Entities (1)Monitoring data collection from groundwater monitoring stations installed by the WRA, Science Park, and the other relevant agencies. It was found that the monitoring data of deep monitoring well installed by the WRA shows that it is common that the concentration of ammonia, nitrogen, iron, and manganese exceeds the groundwater pollution monitoring standards. (2)According to the analysis result of monitoring data over the years, the Dashe, Rengwu, Linyuan, Guanin Industrial Parks and Yoshih and Dayuan Industrial Parks in Taoyuan County once had exceeded control standards (some industries with actual pollution have been officially announced for control by the EPA). Moreover, from the deep monitoring wells installed by the WRA, the concentration of arsenic, nitrate nitrogen, lead, cadmium, and chromium once had met the control standards. Also, trichloroethylene pollution in Hsinchu Science Park and the concentration of arsenic in Southern Taiwan Science Park once had exceeded control standards and should be monitored by the EPA continually. (3)This project prepared the Draft of Guidelines for Information Integration of Groundwater Monitoring and assisted the EPA in amending the Draft, in accordance with the conclusion reached in the meeting attended by the WRA, Industrial Development Bureau, Science Park Administration, and Export Processing Zone Administration on Nov. 12, 2008. (4)According to the amendment of Soil and Groundwater Pollution Remediation Act, this project prepared the Draft of Guidelines for industry competent authorities submit the data of soil and groundwater quality to competent authorities for references. The format, test timing, and test items are specified in it. 4.Administration Support Relevant to Monitoring Well Management (1)Provision of Draft of Operations Specification of Well Abandonment of Groundwater Monitoring Wells (2)Provision of suggestions on amendment of groundwater pollution control standards. Ethylbenzene, xylene, total petroleum hydrocarbons diesel, dichloromethane, 1,1,2 trichloroethane, and hydride are included into the standards. Besides, the EPA was assisted in holding a public seminar on Oct 28, 2008. (3)Assistance the EPA in holding seminar attended by relevant competent authorities on draft of Groundwater Control Standards Amendment and management of groundwater monitoring wells.
