提升生活污水處理暨回收再利用推廣輔導計畫

中文摘要 檢測並分析調查國內建築物污水處理設施處理成效,共計檢測不同類型之建築物污水處理設施20處,主要包括現有社區專用下水道系統、公有污水下水道系統等不同類型之建築物污水處理設施。依據檢測結果進行分析,研擬建議提升建築物污水處理之方法,以提升國內建築物污水處理設施之處理成效。至於「預鑄式建築物污水處理設施業者審定登記管理」,建議於既有審定登記之管理架構下,納入技師簽證制度,並於生產上市及安裝階段納入公證人查驗制度,使此管理制度更加完備。 為推動污水處理設施清理維護納入建築物物業管理,本計畫已完成「公寓大廈管理服務人員講習訓練」基礎及回訓課程內容規劃,並已提供營建署「公寓大廈事務管理人員培訓講習班」之講習課程使用。另完成「建築物污水處理設施專責人員」證照制度規劃,提供環保署後續施政參考。 協助環保署持續推動生活污水處理改善專案計畫以延續過去各級環保機關推動生活污水削減相關宣導及專案管制工作,以達到提升生活污水污染削減成果。同時,完成「推動化糞池污物定期清理指引」、「社區污水處理設施受託操作服務定型化契約範本」及「建築物污水處理設施委託代操作服務定型化契約範本」等內容。 本計畫針對水源區內之學校、遊憩區及社區聚落進行相關之分析及初期生活污水削減規劃,另外從水源區內大專院校及遊憩區篩選五處需優先處理生活污水之對象,經現勘後提出一處水源區內大專院校及位於水源區且遊憩人數排名前10大之觀光區中四處場所,合計五處之初估設置經費共須約11,690萬,至於推動順位建議以依其對水質影響之重要性及建設經費少者優先 本計畫成立「生活污水回收再利用技術服務團」,協助受理污水回收再利用問題諮詢及設置輔導工作,藉由技術服務團成立,協助設置污水處理回收再利用場所進行評估與規劃。並選擇十處不同類型場所進行輔導諮詢及初步規劃工作,包含學校、社區、休閒娛樂類及其他具代表性或缺水地區之場所,評估場所執行之評估及規劃。 本計畫完成生活污水處理回收使用之「技術規範及設置評估作業準則」,同時設計常見五類場所簡易評估電腦程序,供各界下載自我檢查評估可設置回收利用設施,做為場所未來執行水回收再利用參考及設置之依據。並規劃水再生使用推廣諮詢資訊網頁,宣導環保署過去推動污水回收再利用示範場址設置成效。 本計畫針對95、96年補助設置之生活污水處理再利用示範場址進行成效評估,對於完工後之水回收再利用系統,進行執行後持續性、環境效益性等各方面評估,針對執行缺失之處,提出具體可行之改善建議,以利後續示範場址之擴大推廣,同時完成「研擬生活污水處理回收再利用示範場所效益宣導手冊設計稿」。

Project of guidance for promotion of domestic wastewater water treatment and reuse

英文摘要 The project applied performance tests at twenty building sewer treatment facilities, include both community and public sewer systems. A recommendation report was generated afterward based on the test results to improve the overall performance of the domestic building sewer treatment facilities. Regarding to the “pre-fabricated sewage treatment facilities standard and authorization of management system (預鑄式建築物污水處理設施業者審定登記管理)”, it is recommended to include the professional license as part of the qualification requirements, and further requiring verification at production, marketing and installation stages. In order to coordinate the sewer treatment facility maintenance with the property management concept, the project developed a package of teaching materials to be used during the “Apartment Building Management Staff Training” seminar. In addition, a license regulation for the “Building Sewer Treatment Facility Staff” was drafted and provided to the EPA for future reference. The project assisted the EPA to promote various-levels of sewer treatment improvement programs and measures to reduce overall sewerage pollutions. In the meantime, the project finished the contents of the “Septic Tank Periodic Cleaning Guidelines”, the “Community Sewer Treatment Facility Standard Operation Specifications”, and the “Building Sewer Treatment Facility Operation Service Contractor Specifications”. The project assisted the EPA to promote various-levels of sewer treatment improvement programs and measures to reduce overall sewerage pollutions. In the meantime, the project finished the contents of the “Septic Tank Periodic Cleaning Guidelines”, the “Community Sewer Treatment Facility Standard Operation Specifications”, and the “Building Sewer Treatment Facility Operation Service Contractor Specifications”. A technologic service team was established to assist in consulting and installing for water reuse. Ten places were selected to draw up the water reuse system where there are potential for water reuse by the team. The selected places include elementary school, community, entertainment place and a place of water resource shortage. The project established guidelines of technology and assessment for domestic wastewater reuse. Furthermore, simple computer programs which apply to five water reuse patterns was designed and these programs could be downloaded freely to assess required facilities and cost- benefit analysis for a potential water reuse place. A website was draw up to promote the achievement of model places where were set up by EPA in 2006-2007. The eight places which accepted EPA government subsidies in 2006-2007 were investigated in order to assess effects about water reuse. The items of assessment included reused water quality safety, cost- benefit and environmental benefit analysis. According to drawback assessment, some improvement ways were recommended to assist these places in reasonable operation of water reuse systems. A manuscript of the handbook for domestic wastewater reclamation and reuse in these places was accomplished
