中文摘要 計畫名稱：97年度臺南市移動污染源稽查管制計畫 執行單位：瑩諮科技股份有限公司 計畫主持人：陳靖民 計畫經理：吳怡貞 計畫期程：97年5月6日至98年5月5日 計畫執行目標 一、落實機車排氣定期檢驗制度之推動，提昇機車排氣定期檢驗之到檢率至80％。 二、辦理市民檢舉之高污染車輛，提昇市民對機動車輛污染管制之滿意度。 三、確實查核機車排氣檢驗站，管制機車排氣檢驗站檢驗設備之品保品管，提昇檢驗站檢驗及服務品質。 四、定期提報工作成果及行政院環境保護署(以下簡稱環保署)各類考核報表，推估排放削減量。 五、提昇檢舉烏賊車案件處理績效。 六、配合本市環保局辦理機車排氣定期檢驗之宣導活動（諸如製作宣導品、海報、布條、宣導單張、宣導會餐點費用）及製作平面、電子媒體宣導之文宣，協助辦理相關反怠速各項之企劃及推廣宣導活動及LPG油氣雙燃料車補助計畫及其他相關移動污染源管制計畫之行政作業暨宣導。 計畫執行成果摘要 1. 依據環保署公布97年度定檢率，突破工作團隊承諾定檢率80﹪之關卡，達到109.96%，全國排名第二名，亦為近6年以來最高，並且連續兩年於環保署考評分數1.7分(滿分為1.5)。 2. 本市未定檢機車稽查，包含二行程機車共66,783輛次，其中巡查20,144輛次，回檢率為83.1%；車辨稽查46,639輛次，回檢率81.4%。 3. 本年度創新作法為推動定檢站認養制度，由定檢站出郵資，搭配環保局保檢合一政策，共提供1000名維修補助，共有64間定檢站加入認養制度，佔全市比例73%，認養寄發件數高達107,629件，回檢數量53,099件，回檢率達49.3%，定檢率貢獻高達13%。此做法於97年環保署成效檢討會中獲得注目與肯定。 4. 本計畫執行期間共辦理2場大型宣導活動，6場小型宣導活動，內容包括低污染車輛推廣及試乘活動、機車戶外定檢、烏賊車檢舉等多種政策宣導。 5. 定檢車籍中，二、四行程機車數量比例95年度為52.10%：47.90%， 96年度為45.39%：54.61%，97年度為43.1%：56.9%。97年二行程機車比例相較於96年的45.39%大幅下降約2.29﹪，與95年比較下降9%。 6. 路邊攔檢數量為2,007輛，包含二行程機車檢驗656輛次，四行程機車檢測1351輛次。其中二行程不合格134輛，不合格率20.43%；四行程機車不合格63輛，不合格率4.66%，平均不合格率為9.82%。 7. 由路邊攔檢結果，比較有無定檢機車之平均濃度削減百分比。可以發現已定檢之機車，車齡越高其CO檢測濃度相對應於未定檢機車，有明顯之削減成效，反之，已定檢之機車，車齡較低其HC檢測濃度相對應於未定檢機車，有明顯之削減成效。 8. 老舊車輛汰舊及低污染車輛補助計畫推動，老舊車輛汰舊部分，97年完成3094件，與去年同期比較，民眾檢舉烏賊車陳情件數降低了9.1%。98年統計至4月30日，第一類申請案件共1180件，第二類加碼補助共申請518件，共申請1698件。油氣雙燃料改裝補助，97年臺南市申請補助件數為267件，其中72%為計程車業者，28%為自用車。98年統計至4月30日共計34件。97年電動輔助自行車共申請498件，98年延續補助政策統計4月30日，共申請147件。根據TEDS6.1版削減量計算式，TSP削減量為0.07(公噸/年) ，THC削減量為34.26(公噸/年)，CO削減量為58(公噸/年) ，NOX削減量為1.8(公噸/年)。

97Year The audit and control project for the mobile pollution sources

英文摘要 The annual project ”Tainan City mobile sources of pollution control business“ Since the plan period-May 6, 97 to May 5, 98. The main planning execution work is focused on the roadside inspection of the motorcycle, regular and irregular audit of the inspection-station, education and training ,propagating activity and monthly mailing. The main purpose is to inform the Tainan City no regular inspection of the motorcycle to the seizure of the motorcycle exhaust regular inspection. 1. The inspection work of no regularly test motorcycle , the roadside inspection has completed 66,783 vehicles untested motorcycles, the seizure rate is 109.96%.（Statistics to December 97） 2. According to the contract provisions , we have completed regular audit for each inspection-station every three months and irregular audit for 6 inspection-stations every month. All of the checking tasks are 356-station regular assess and 89-station nonscheduled assess. 3. As to the propagating activity, we have held 8 of propaganda activities.All the advertising activities are to remind and propagate the concept of annual inspection , promoting anti-idling and replacement of old motorcycles. 4. We held 8 set points seizure of the education and training , invited scholars, experts, EPA officers, inspection-station workers, representatives of manufacture’s service station and motorcycle trade-association to discuss the execution of the inspection business, and strengthen the QA/QC of the test of the inspection station. 5. We help to mail the 385,630 inspection notification during the period of the project. 6. According to Tainan City January 97 to December , the re-test and qualified data, we get 57,473 vehicles motorcycles passed. Therefore, we can estimate pollution reductions for CO with 1077.42 tonnes / year and NMHC with 632.62 tonnes / year
