運作中工廠土壤及地下水含氯有機溶劑污染潛勢調查及查證計畫

中文摘要 本計畫目標為:選取10家含氯有機溶劑運作中工廠三階段進行土壤及地下水調查及查證、配合環保署執行其他場址調查及查證、檢討修正本署DNAPL技術手冊中有關調查工作之內容等。俾篩選調查邏輯與成果經驗可回饋後續含氯有機溶劑運作中工廠之調查規劃與技術篩選,以兼具調查及查證之效益與成效。 本計畫地下水之調查∕查證率高達83%(12家工廠中有10家工廠地下水相關項目超過管制標準),所關切之8項目標污染物(氯乙烯、1,2-二氯乙烷、二氯甲烷、三氯乙烯、四氯乙烯、氯苯、1,1-二氯乙烯、氯甲烷等)有7項(氯乙烯、1,2-二氯乙烷、二氯甲烷、三氯乙烯、四氯乙烯、氯苯及1,1-二氯乙烯等)被查出超過管制標準。代表本計畫從目標污染物選定、各種資料庫交互運用與工廠篩選、初勘名單評選、場址初步評估、進場調查名單評選、各式調查技術規劃,及現場調查及查證工作等,均按照嚴謹之調查邏輯而能兼具經濟性與有效性。

Investigating Soil and Groundwater Pollution in Active Factories Operating Chlorinated Solvents.

英文摘要 The following tasks have been completed in accordance to the objectives of the project: conducted the three-stage investigation of soil and groundwater contamination at the ten chlorinated solvent operating factories selected; assisted EPA in performing the investigation and verification of contaminations of other potential sites; updated and modified the guidelines of DNAPL investigation issued by EPA. The final report of this project encompasses the feedbacks of site screening and investigation procedure, in hoping that these will assist EPA to set up an economical and effective method in processing future chlorinated solvent operating cases. The enforcement rate of contamination investigation is as high as 83 percent in this project. Of the twelve investigated sites, there were ten sites with groundwater pollutant concentration exceeding the pollution control standards. Eight listed chlorinated pollutants (vinyl chloride, 1,2-dichloroethane, methylene chloride, trichloroethylene, tetrachloroethylene, chlorobenzene, 1,1-dichloroethylene and chloromethane ), with the exception of chloromethane were found to exceed the pollution control standards in the conducted cases. The outcome of our efforts on project execution reveals that we attained an economical and effective methodology in the investigation of chlorinated contaminants. The determination of target contaminants, site screening based on inter-query database, evaluation of candidate sites, preliminary assessment of sites, priority list of investigation, investigation techniques and planning were all successfully managed in this project.
